The Township is seeking proposals for a comprehensive third-party review of the organizational structure. The scope of work includes reviewing organizational structure, staffing resources, operational responsibilities, and service delivery practices; assessing current and future workforce requirements, training needs, succession considerations, and organizational capacity; assessing service delivery approaches and alternative delivery models; reviewing existing technology systems, operational software, data management practices, automation opportunities, and opportunities for service modernization; conducting a comprehensive review of operational procedures, internal practices, standards, customer service processes, and communication protocols to identify gaps and areas for improvement; reviewing compliance with applicable legislation, regulations, occupational health and safety requirements, and risk management practices to identify opportunities to strengthen compliance, documentation, and risk mitigation; reviewing current levels of service and alignment with operational realities, legislative requirements, public expectations, and Council direction; assessing future growth pressures and emerging service requirements; reviewing existing performance measures and identifying opportunities for key performance indicators, benchmarking, and operational reporting improvements; assessing financial sustainability considerations, cost drivers, and long-term operational impacts; and identifying operational improvements, implementation priorities, strategic recommendations, and implementation considerations to support long-term service delivery and organizational planning. Staff consultations, review of operational documentation and previous studies, benchmarking, and comparative municipal analysis are required. Implementation recommendations and presentation materials are to be provided. Proposals are to provide detailed experience, qualifications, and a project plan with clear milestones, required staff/resources, and any additional services or benefits offered.
