Site work for a detention facility in Plover, Wisconsin. Completed plans call for site work for a 149,660-square-foot, two-story above grade detention facility.
Mass grading and utility installation for the construction of a new jail and law enforcement center. The project scope includes a Law Enforcement Center, Jail/Detention Center, and Fleet Garage. The Law Enforcement Center (LEC) provides public-facing spaces, a secure second-floor E-911 Dispatch and Emergency Operations Center with controlled access, and advanced technology and security systems. The Jail/Detention Center incorporates integrated detention and security systems with improved visibility and access, flexible housing for future expansion, and inmate program spaces. The Fleet Garage supports vehicle operations, maintenance, storage, and data center support. The Work of Project is defined by the Contract Documents and consists of the following: 1. General Facility Descriptiona. The PCJLEC is a purpose-built civic complex located in the village of Plover, Wisconsin, designed to consolidate county PCSO law enforcement operations and detention services into a single, secure, and community-integrated facility. The project is organized into three primary components: Sheriff's Offices and Law Enforcement Center (LEC) a. The LEC spans approximately 41,000 SF across two stories and houses administrative, operational, and public-facing functions of the Portage County Sheriff's Office. Key features include: 1) 2) 3) 4) 5) 6) 7) 8) 9) Public Lobby and Civic Interface: A transparent, daylit entrance plaza designed to foster community engagement. E-911 Dispatch Communications & Emergency Operations Center (EOC) at Second Floor with 12" raised access floor for flexibility of systems integration. Controlled Second Floor Public/Private building zones provide for EOC Public/Private Training flexibility. Technology Infrastructure: Server rooms and structured cabling designed to ANSI/TIA and NFPA standards. Administrative Offices : Private offices for command staff and detectives, with acoustic separation and daylighting. Roll Call and Briefing Squad Room: AV-equipped for dispatch and training. Interview and Report Writing Rooms : Secure, acoustically treated spaces with integrated recording systems. Records and Evidence Management: Secure Chain-of-custody Storage and processing. Armory and Gunsmithing: Access-controlled weapon storage with ballistic finishes. 3. Jail and Detention Center a. The Jail comprises approximately 115,000 SF single-story facility with mezzanine Level cell tier in the main Housing Area. Jail accommodates 196 rated beds across 20 housing classifications, with 30 intake and special needs cells and flexibility for future expansion. Shell space for 32 beds of internal expansion is located for supervision by main housing staff post. 1) Housing Pods: 15 daylit general population pods and 7 flex-use special needs units, including respiratory isolation, crisis stabilization, medically assisted treatment (MAT) housing and mental health cells. Intake and Booking: Secure sally port, booking stations, and holding cells with interlocking doors and duress alarms. Detention Equipment: Proven products and systems coordinated through a single Detention Equipment Contractor (DEC). 2) 3) 4) 5) Secure Perimeter: Reinforced Precast Concrete and CMU walls, physical attack rated glazing, ligature resistant and tamper-proof finishes. Security Infrastructure: Integrated door control, access control, CCTV cameras & monitors, intercoms and paging, video Courts, inmate tablets, telemedicine, and intrusion detection systems. 4. a. Fleet Garage The Fleet Garage is a 16,500 SF facility located north of the main complex, positioned for an integrated Countywide Data Center. It serves as the TacticalResponse Operational Hub for law enforcement vehicles and tactical equipment. Key features include: 1) 2) 3) 4) 5. Site 1) 2) 3) 454) 5) 6) 7) 8) 9) 10) Vehicle Storage and Maintenance: Designed to house & service patrol vehicles, tactical response units, special response ATV equipment and service trucks. Vehicle wash bay: Dedicated area for real life operations. Access Integration: Large rack access doors connect the Fleet Garage directly to the Data Center, enabling secure and efficient servicing of IT infrastructure. Support Spaces: Includes office and tool storage. The site is bounded to the north by Black Oak Drive, to the west by County Highway R or Eisenhower Drive, a bike path and railroad tracks to the south. The site generally slopes to the west and northwest corner of the site where there is a drainage culvert under Eisenhower Drive near the intersection with Black Oak Drive. Existing utilities along Black Oak Drive include fiber optic, communications, overhead power on the south side, gas, and a cross culvert. Eisenhower Drive includes 16-inch water-main, a cross culvert near the intersection with Black Oak Drive, gas, fiber optic, communications, overhead power mainly on the west side of the road, and 12-inch sanitary sewer at the southwest side of the parcel. Site Access and Circulation The general circulation strategy for vehicles on the site is to keep the sheriff department staff parking separate from the public parking, as well as keeping the truck dock for deliveries separate from the in-mate drop off Zone. Primary Access: There will be two concrete access driveways connecting to Black Oak Drive @ fleet garage and truck dock delivery. From the apron, there will be a gated driveway to the staff parking lot. Black Oak Drive on the east side of the site for inmate drop off and circulation. The public entrance driveway connecting to Eisenhower Drive will lead to the general parking lot. A gravel access road on the south and east side of the jail will be installed for fire and maintenance access. Features for site security. The employee parking lot will have a lift arm gate at the entrance with a secured access pad. The gravel drive on the south side of the site will have lift arm gates to prevent traffic from driving through the site. The gravel access road will connect to the inmate drop off loop and driveway on Eisenhower Drive but will be gated for restricted access. Site Grading and Drainage The site will be graded to promote positive drainage away from structures and toward designated stormwater facilities. The site is expected to require significant fill in order to provide positive drainage away from the building. The main drainage mechanism will be swales and culverts draining to ponds on the west side of the site along Eisenhower Drive. The northeast portion of the site will drain to a small infiltration basin which is planned to overflow to the west. The remainder of the site will drain to the west to the stormwater facilities.
