The Project consists of replacing existing lead-water service lines on both the public and private side of the right-of-way. Public replacements will run from the water main to the right-of-way and private replacements will run from the right-of-way line to the meter connection point. Any contract or contracts awarded are expected to be funded in part by a grant from the United States Environmental Protection Agency (US EPA). The procurement is subject to federal regulations including Procedures for Issuing State Revolving Fund Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act, the Build America, Buy America Act, American Iron and Steel (AIS) Act, Safe Drinking Water Act, Equal Employment Opportunity laws, and the Clean Air Act. The contractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract and must comply with 40 CFR Part 33 in the award and administration of contracts under EPA financial assistance agreements. Bid security shall be furnished in accordance with the Instructions to Bidders. Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The City of Amboy reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Amboy for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
