Sealed bids will be received for the construction of a new 65,000 square foot elementary school. The bid package covers all aspects of the new school's construction. Electronic copies of bidding documents are available from the architect upon payment of a non-refundable document access fee. Only complete sets of the documents will be issued, and all interested parties must be registered bidding document holders to receive addenda. All information requests and correspondence regarding the documents must be submitted in writing to the architects administrative account. A mandatory pre-bid meeting will be held to familiarize bidders with requirements and to answer questions about the bidding documents. All potential bidders must attend, and potential subcontractors and material suppliers are encouraged to attend. Bidding documents are available for examination at various plan rooms and at the offices of the owner and architect. A bid bond equal to five percent of the bid must be submitted with each bid to guarantee entrance into a contract if awarded. The successful bidder must provide a 100% performance and labor and material payment bond. Bids cannot be withdrawn for thirty days without the owner's consent. All contractors and subcontractors must comply with the West Virginia Jobs Act, utilizing local labor, and be licensed to perform work in West Virginia, including displaying license numbers on all bids and contracts. The owner reserves the right to reject any or all bids and make selections in its best interest.
