The City of Bartow is seeking proposals from qualified and experienced companies to perform a comprehensive system-wide audit of the City's electric distribution infrastructure. The purpose of this audit is to update the City's Geographic Information System (GIS) database and OpenGov Enterprise Management system (Cartegraph). The scope includes the collection of detailed phasing, attribute, and high-accuracy GPS location data for all electric system assets, including but not limited to poles, pad-mounted equipment, meters, other distribution facilities such as stub poles, streetlight and yard light poles (with information on size, type, style, and billing status), overhead and underground transformers, risers, capacitors, regulators, reclosers, trip savers, fuses, arrestors, and termination cabinets. The contractor is expected to record phase information system-wide, with key locations specifically labeled, and capture high-accuracy GPS coordinates for each structure and service point. Attribute data requirements are detailed in Attachment A. Proposers are expected to suggest methods that are efficient and cost-effective, minimizing both project duration and database downtime during data extraction.
