The City of Fredericksburg is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional services for the planning, permitting, design, and construction support of a new Municipal Solid Waste Transfer Station located within the City's existing landfill facility. Questions regarding this RFQ must be submitted in writing by 4:00 PM (CST) on Thursday, July 9, 2026. The goal of the project is to enhance the efficiency and functionality of the City's solid waste operations by developing a transfer station within the existing permitted landfill boundary. The project scope includes planning, permitting, and design of a transfer station facility with a tipping floor, transfer truck loading infrastructure, along with supporting site improvements such as internal roadway circulation, drainage systems, utility coordination, and provisions for future scales and operational facilities for solid waste and recyclable, composting, and mulch materials within the existing permitted landfill area. The selected consultant will also provide regulatory coordination, preparation of construction documents, cost estimates, and support during bidding and construction to implement improvements. This includes: site evaluation and concept design; permitting and registration with TCEQ for locating the transfer station within the permitted landfill areas; detailed design for construction including 30/60/90% design plans and development of bid documents; construction cost estimates; bid support and construction phase services. The City of Fredericksburg reserves the right to accept or reject any or all submissions as a result of this RFQ, to negotiate with all qualified sources, or to cancel in part or its entirety if found to be in the best interest of the City. The RFQ does not commit the City to award a contract, issue a purchase order, or pay any costs incurred in the preparation of a submission in response to this RFQ.
