The anaerobic digestion process to treat wastewater sludge produces a side stream with high ammonia and nitrogen concentrations. This side stream flow is from the Dewatering Facility which currently discharges directly to the on-site pond system. To treat this high strength ammonia and to meet environmental regulatory requirements a new on-site Ammonia Removal Facility is required. It is projected that this facility will significantly reduce the high ammonia load by 80 to 90%. Improve existing drainage and storm water management systems at Hornsby Bend Biosolids Management Plant. These drainage improvements are required to provide positive drainage for the proposed (future) Ammonia Removal Facility (3164.125). CIP 3164.125 and 3164.094 are being permitted and bid together as one project. WBE 1.62% All Bids shall be accompanied by an acceptable Bid guaranty in an amount of not less than five percent (5%) of the total Bid, as specified in Section 00100, Instructions to Bidders. Performance and payment bonds when required shall be executed on forms furnished by OWNER. Each bond shall be issued in an amount of one hundred percent (100%) of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas, and shall meet any other requirements established by law or by OWNER pursuant to applicable law. Contract Time is of the essence and all Work shall be substantially completed within Six Hundred and Sixty (660) Calendar Days after date specified in the Notice to Proceed, in accordance with the Bid Form, Section 00300. Final completion shall be achieved within Sixty (60) Calendar Days after substantial completion. Liquidated damages are one thousand eight-hundred and sixty dollars ($1860.00) per Calendar Day for failure to substantially complete the work and seven hundred dollars ($700.00) per Calendar Day for failure to achieve final completion within Sixty (60) Calendar Days after substantial completion, in accordance with the Bid Form, Section 00300.
