Reference number: 20156543 Deadline for receipt of complaints 2026-07-13 There is provision for a tendering process for each tender No Electronic tender submission accepted Yes, via SEAO, with a document Expected duration of the contract without options (in months) 12 Description The unit responsible for this project is the Department of Chemical and Materials Engineering (CME) at Concordia University, in coordination with the Centre for Advanced Sealing Technologies (CAST) within the Tribology Laboratory. The technical scope covers experimental tribology of seals, test benches for high-speed rotating machinery, thermo-mechanical testing and monitoring (up to 500 °C), differential pressure testing (0–6 bar), leakage rate assessment (air and oil), precision instrumentation, real-time data acquisition and automated test sequences. Carbon sealing systems for turbomachinery require validation under combined conditions of high speed, temperature and pressure that are representative of engine service. Concordia currently has no local test platform capable of replicating the combined operating envelope of up to 35,000 rpm, 500 °C and 0–6 bar differential pressure, whilst simultaneously providing traceable measurements of friction torque, inter-chamber leakage, radial displacement (eccentricity) and temperature distribution. This equipment shortfall limits Concordia’s ability to carry out advanced validation of materials and geometries, to support industrial collaborations and to provide hands-on training. The turnkey test bench requested by Concordia will address this need by providing a modular, instrumented facility capable of conducting reproducible, high-fidelity experiments. Main objective: Design, manufacture, integration and commissioning by the Supplier of one (1) fully instrumented, modular high-speed test bench for the evaluation of carbon sealing systems for use in gas turbines, in accordance with the terms of these Tender Documents, the technical specifications referred to in the clause below, and ANNEX 23 – Technical Specifications and Compliance Requirements. Delivery Schedule Phase 0 — Launch (Months 0–1) Timeline: Completed by the end of Month 1. Scope: • Project kick-off and alignment meeting (roles, governance, communication protocol). • Development of the project schedule and risk register. Phase 1 — Conceptual Design (Gate-1) (Months 1–2) Timeline: Completed by the end of Month 2. Scope: • Conceptual architecture and mechanical layout. • Initial instrumentation and block diagrams. • Preliminary feasibility assessment and risk analysis. • Schedule update. Phase 2 — Preliminary Design & Preliminary Design Review (PDR) (Gate-2) (Months 2–4) Timeline: Completed by the end of Month 4. Scope: • Computer-aided design (CAD) and interface definition. • Instrumentation list and preliminary specification for the data acquisition system (DAQ). • Preliminary finite element analyses (FEA) (structural and thermal) and rotor dynamics evaluations. • Initial safety assessment (risks, interlocks, operating limits). • Supplier procurement plan for long-lead components. • Deliverable: Preliminary Design Review (PDR) (PDR). Phase 3 — Detailed Design & Design Freeze (Gate 3) (Months 4–6) Timeline: Completed by the end of Month 6. Scope & Deliverables: • Complete CAD assembly and detailed final drawings. • Final bill of materials (BOM) and list of suppliers. • Final FEA, thermal, and dynamic validation. • Final safety plan including interlock logic and protective systems. • Approved FAT plan defining procedures, criteria, and instrument calibration requirements. • Deliverable: Gate-3 Design Freeze Documentation. • No manufacturing prior to Gate-3 approval
