Collin County intends to select a firm with demonstrated relevant experience and past performance, a strong understanding of juvenile justice facility requirements, and the ability to effectively collaborate with a general contractor procured under a separate contract using the Construction Manager-at-Risk (CMAR) delivery method (see Texas Local Government Code 2269.251-2269.258). The County reserves the right to utilize an alternative project delivery method if deemed to be in its best interest. Offerors shall demonstrate the capability to provide programming, design, cost estimating, and construction administration services for the construction of one (1) new single-story Juvenile Detention Building and the renovation of (1) existing single story Juvenile Detention Administration area. The number of classrooms and housing units shall be determined during the programming phase based on projected juvenile detention population. The selected firm shall include, as part of its team, a consultant with extensive knowledge of current and emerging trends in juvenile detention facility design nationwide.
