Sealed bids are invited for the Deerfield Stormwater Management Facility Rehabilitation project. The project includes associated grading, outlet structure and outfall pipe replacement, forebay creation, erosion and sediment control, and other site improvements as described in the specifications and on the drawings. Item quantities are identified in the Proposal to accommodate award. The work is located in the Deerfield Subdivision at O Lora Lane, Mill Creek Hundred, Hockessin, Delaware. Bids must be accompanied by a bidder's bond, certified or cashier's check in an amount equal to 10% of the bid price, payable to New Castle County. Awards, if any, will be made to the lowest and best responsible bidder. The successful bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. All bidders must comply with the Small Business Enterprise Program by either satisfying the Project Goal through utilization of an SSE or demonstrating a good faith effort to obtain SSE participation. The SSE participation goal for this contract is 3%. The payment of prevailing wages as determined by the State of Delaware Department of Labor to all mechanics and laborers working on the project is required. All contractors performing construction are required to register with the Department of Labor and have Delaware Workers' Compensation Insurance where required, compliance with labor laws, and proof of state business license. Contractors and subcontractors must implement a mandatory alcohol and drug testing program for their employees and submit an affidavit certifying compliance with these requirements.
