The GEORGE STREET WATERMAIN project involves the installation of approximately 3,391LF of 14-in, 8-in, and 6-in diameter ductile iron watermain and appurtenances, 5,610LF of 1” copper water service replacement, 255LF of storm sewer improvements, 5 drainage structures, 3,440LF of roadway improvements which includes 10,520SY of asphalt paving, 7,770LF of concrete curb & gutter, 555SY concrete and asphalt drive aprons, and 25,200SF of concrete sidewalk. The project also includes lead water service replacement which involves the removal and replacement of domestic lead water services from the property line to the existing residence. There are 32 known lead services in the project area and there could be as many as 60. The actual quantity will be determined upon completion of the interior inspections prior to construction. The replacement of these services will also include interior residence restoration and asbestos abatement if found. Sealed proposals must be submitted in an opaque envelope, addressed to the Village Clerk, and shall bear the name of the bidder and a statement that it is to be opened for the contract at the specified date and hour. Bid Security in the amount of not less than five percent of the Bid shall accompany each Bid in the specified forms. The awarded Bidder must furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price. The Contract shall be awarded to the lowest responsible bidder based on criteria set forth by the Village. The Village reserves the right to reject any and all Bids, award each schedule individually, and to waive any informalities or technicalities in bidding. The procurement is funded in part with federal financial assistance and shall comply with all applicable federal, state, and local laws, including the Davis-Bacon Act, Illinois Prevailing Wage Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and Build America, Buy America Act requirements. The Village takes affirmative steps to assure that disadvantaged business enterprises are used when possible. Contractors must provide Certified Monthly Payroll Reports showing compliance with applicable labor laws and furnish certificates and policies of insurance as required.
