General lead-based paint removal, mitigation, and abatement services. DEADLINE FOR QUESTIONS : Thursday, July 16, 2026 The RHA is seeking proposals from qualified, licensed and bonded entities for General Lead-based Paint Removal/Mitigation/Abatement Services. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, permits, and incidentals necessary to perform lead-based paint (LBP) removal, mitigation, stabilization, and abatement services at various Rockford Housing Authority (RHA)/Bridge Rockford properties on an as-needed basis. All work shall be performed in accordance with applicable federal, state, and local regulations, including HUD, EPA, and OSHA requirements. The work may include, but is not limited to, the following: Removal and proper disposal of lead-based painted building components during renovation, repair, rehabilitation, or replacement activities, including but not limited to metal railings, shelving systems, doors, windows, trim, and other building materials. Spot scraping, surface preparation, stabilization, and repainting of walls, ceilings, and other painted surfaces where penetrations or repairs are required and lead-based paint is present. Installation and maintenance of small-scale containments for lead-safe work practices during localized repair or abatement activities. Removal and disposal of exterior building components containing lead-based paint, including siding, trim, soffits, fascia, handrails, and other architectural elements. Mitigation and stabilization of deteriorated lead-based painted surfaces, including scraping, surface preparation, priming, encapsulation or enclosure (where approved), and repainting to eliminate peeling, chipping, flaking, blistering, or otherwise deteriorated paint conditions. Cleaning of work areas utilizing HEPA vacuums and wet-cleaning methods to remove leadcontaminated dust and debris. Proper packaging, transportation, and disposal of lead-contaminated waste in accordance with all applicable environmental regulations. Final cleaning, visual inspections, and clearance testing when required by project specifications or applicable regulations. Emergency response services for damaged or deteriorated lead-based paint conditions that pose an immediate health or safety hazard. The Contractor shall ensure that all personnel performing lead-related activities possess the required certifications and training. All work shall be completed using lead-safe work practices, appropriate engineering controls, personal protective equipment (PPE), and containment methods necessary to protect residents, staff, the public, and the environment. Occupied residential units shall be protected throughout the duration of the work, and the Contractor shall coordinate scheduling with RHA to minimize disruption to residents. Prior to execution of a work request the vendor must provide a quote including the cost to complete the task, time frame for completion and any other relevant information. All quotes are subject to approval of Quality Assurance and Physical Asset Manager or designee. Work shall be performed on a firm fixed cost basis. The Firm Fixed Price amount for each work request will be mutually agreed to in writing by both parties. In the event that timeframes, costs or other factors are deemed unacceptable, the RHA has the right to obtain services from another vendor. Upon award of the Contract, Contractor shall immediately begin to schedule and prepare for Work required under the Contract. Contractor shall place orders for equipment and materials required for this Contract scope in a timely manner required to meet any time constraints of this Statement of Work.
