REQUEST FOR PROPOSALS (RFP) Engineering Services Stuart Island Fire Station Project San Juan County Fire Protection District No. 3 1. Introduction San Juan County Fire Protection District No. 3 ("District") is soliciting Statements of Qualifications and Proposals from qualified engineering firms, pursuant to RCW 39.80, to provide professional engineering services for the review, verification, and approval support of the Stuart Island Fire Station project. The project has been architecturally designed by Perkins & Will in collaboration with McLennan Design. 2. Project Overview The proposed project includes a single-bay apparatus garage with a single-pitch roof structure, multiple vehicle and personnel access doors, a concrete slab foundation, and minimal infrastructure systems including rainwater catchment cisterns, propane heat-ing, and a small solar photovoltaic array. The site is located in a remote island environment with limited utilities. 3. Scope of Services The selected firm will perform design review and validation, engineering analysis, code compliance ver-ification, coordination with project stakeholders, and preparation of deliverables including reports, marked-up plans, and stamped documents if required. 4. Minimum Qualifications Firms must be licensed in Washington State and demonstrate experience with remote or rural infrastructure, public safety facilities, and relevant building systems. 5. Selection Process Selection will follow RCW 39.80 Qualifications-Based Selection procedures, including evaluation, ranking, and potential interviews prior to fee negotiation. 6.
