Site work and new construction of a municipal facility in Plainview, Texas. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

https://www.beaumontenterprise.com/news/article/plainview-budget-tax-rate-22424763.php The Plainview City Council voted unanimously Tuesday to give preliminary approval to a $56.14 million budget for the 2026-27 fiscal year. The proposed budget represents an increase of about $7.34 million from the $48.8 million budget adopted for fiscal 2025-26. The new fiscal year begins Oct. 1 and ends Sept. 30, 2027. Mayor Charles Starnes and council members Mary Elizabeth Dickerson, Larry Williams, Evan Weiss, Gary House, Daniel Rascon and Lorie Rodriguez voted for the budget on first reading. Council Member Gilbert Garcia was absent. The council is scheduled to consider final adoption Sept. 22. The spending plan includes about $9.16 million in capital outlay, according to the city's budget overview. Among the largest projects are $5.38 million for the reconstruction of Quincy Street north of 24th Street, $2.75 million for a new animal shelter and $2 million for airport improvements. The budget also proposes $750,000 for the Plainview Sports Complex, $720,000 to renovate Fire Station No. 1 and $615,000 to reconstruct Kidsville. An additional $296,000 would be used for improvements at Running Water Draw Regional Park, while $150,000 would pay for a park restroom. The Kidsville and regional park projects include funding to support the city's required match for a $1.5 million Texas Parks and Wildlife Department grant. The airport and animal shelter projects have been planned for years. Together, they represent nearly $4.75 million in proposed spending. General Fund expenditures in the budget total about $19.36 million, up $1.77 million, or 10.09%, from the current fiscal year. Personnel costs are projected to rise by about $1.39 million to $13.45 million. The increase includes the full-year cost of compensation adjustments implemented after a city pay study and a proposed 3% cost-of-living adjustment for employees. City officials said the compensation changes are intended to keep municipal salaries competitive. The city expects to have 191 full-time employees if it receives grant funding for two additional police officer positions. The city's property tax rate would remain unchanged at 73.52 cents per $100 of taxable value. The city still expects to collect $100,864 more in property tax revenue than under the current budget because of changes in taxable values and the addition of new property to the tax roll. Individual tax bills could still increase if a property's appraised value rises. During the meeting, council member Gary House and mayor Charles Starnes praised city employees and department heads for balancing infrastructure and operational needs without placing too much burden on taxpayers. The city could have adopted a higher rate of about 75.36 cents per $100 of taxable value, which officials said would have generated about $500,000 in additional revenue. The council instead chose to recommend the unchanged rate. Revenue across the city's three major operating funds, the General Fund, Solid Waste Fund and Water and Sewer Fund, is projected at about $32.35 million. Water and wastewater capital spending would total about $3.27 million. Proposed projects include $750,000 to replace a sand filter system, $650,000 to paint the interior of the Prison Ground Storage facility and $350,000 for a generator at the Water Reclamation Plant. The plan also includes $305,500 for lift station and water reclamation improvements and $260,300 to replace waterlines near Fourth, Fifth and Yonkers streets. Water and sewer revenue is projected to increase by about $630,000, or 9.06%, based on recommendations from a recently completed cost-of-service study. Operating expenditures for the utility fund would increase by about $563,000, or 7.03%. The city also plans to spend about $2.74 million through its Equipment Replacement Fund. Proposed purchases include a $676,000 wastewater collection truck equipped with a Jet Eye system, a $532,865 ambulance and three police patrol SUVs totaling $300,000. Other purchases include a $300,000 Asphalt Zipper, a $225,000 fire department brush truck and a $75,000 mini excavator. Additional allocations include about $1.21 million for economic development projects, $151,000 for downtown redevelopment through Tax Increment Reinvestment Zone No. 1 and $88,000 for capital improvements supported by the Hotel-Motel Occupancy Tax Fund. No residents spoke during the public hearings on the budget or proposed tax rate. The budget and property tax rate both received unanimous approval on first reading Tuesday. Final votes are scheduled for 6:30 p.m. Sept. 22 in the City Council Chambers. _______________________ As of September 02, 2026 this project has not yet been awarded.
