All prospective Companies are highly encouraged to attend a non-mandatory in-person pre-bid meeting on Tuesday, August 11, 2026, at 9:00 am located at: City of Riverside’s - Utilities Operations Center, 2911 Adams Street, Riverside, CA 92504. Please RSVP at least 48 business hours in advance, via the City of Riverside’s bidding system, Planet Bids, Inc. Companies that are registered will receive an email invitation. Attendance of this pre-proposal meeting is non-mandatory. The meeting will begin promptly at the time listed above. Admittance may be allowed once the meeting has begun. Minutes of the meeting will be prepared and distributed to prospective bidders by way of bid addendum. Online Q&A Yes Q&A Deadline 08/18/2026 12:00 PM (PDT) Any questions, interpretations, or clarifications, either administrative or technical, about this Bid must be submitted via "Q&A" through the City's Electronic Bidding System, WORK TO BE DONE. SECTION 2 - SCOPE OF THE WORK Installation of one ( 1) vault, two (2) padmounted switch enclosure (PSE), three (3) padmounted junction cabinets (PJC), and slab boxes, approximately 657 trench feet of conduit, furnish and install approximately 284 linear feet of 4-inch SCH40, 2359 linear feet of 4 -inch S40E conduit, and 1,040 linear feet of 5-inch S40E conduit, and three (9) protective barriers . Scope also includes asphalt paving and core drill structures, remove and replace concrete. The work shall include but is not necessarily limited to the stated contents of the plans and drawings as well as any given specification section and is subject to all the provisions of the Standard Specifications General Provisions, the Special Provisions, and the Supplemental Specifications. The contractor will be responsible for supplying the appropriate staff with adequate qualifications to accommodate the type of work being performed. It should be noted that all workers are required to wear all Personnel Protective Equipment (PPE) at all times. The Work to be completed includes , but is not limited to, the following:Underground Installation Requirements: Contractor will be responsible for supplying the appropriate staffing and qualifications to accommodate the level of work to be performed. City of Riverside Inspectors will interview employees to ensure work rules and qualification requirements are not violated. It should be noted while workers are in the primary area they will be required to wear all Personnel Protective Equipment (PPE) and will include fire retardant clothing with a minimum rating of 4 cal/cm2, under some circumstances a rating of 8 cal/cm2 will be required. Item 1 Trench or Bore, Backfill, Restoration and Shoring: 1. Construction shall include cutting, removing, and disposal of pavement, excavation including any drilling, blasting, rock cutting, jackhammer work and removal of rock by any method, disposal ofexcess spoil , trench grading, backfilling, compaction and cleanup for installation of electric and other utility conduits as shown on plans. 2. Construction shall also include furnishing, installing, relocation and removal of sheeting and shoring (where required), or use of equivalent methods such as laying back of trenches for the protection of life and limb in trenches more than five feet deep. 3. Temporary plating, sheeting and shoring, or use of equivalent methods shall conform to all applicable federal, state and local laws, codes, ordinances and other requirements. 4. Bid unit "Only RPU Trench" refers to those sections of trench that contain only RPU conduits. "Joint Use" refers to those sections of trench that contain RPU conduits and conduits owned by others. "Trench without RPU" refers to those sections of trench that contain conduits owned by others but do not contain RPU conduits. "Street Light Trench" refers to those sections of trench that contain only RPU streetlight conduit. 5. In no case shall any section of trench be billable in more than one of the trenching units listed in section 4 above. 6. Bid units shall include, cutting, removing, disposal of, and restoration/replacement of surface improvements such as A/C base and concrete paving, sidewalks, curb and gutter, sod/grass, landscaping, sprinkler systems, landscaping borders and other improvements. 7. A/C striping shall be replaced per PW standards. 8. Bid units shall include temporary and/or permanent resurfacing (patching). All removed surface improvements shall become the property of the Contractor. 9. Disposal of removed improvements shall ctem 2-4 Furnish and Install Conduit: 1. Construction shall include furnishing and installing conduits (complete with spacers, bends, sweeps, couplings, adapters, pull ropes, caps, plugs, end bells, bushings, solvent cement, and other conduit fittings, conduit mandrelling and cleanup. 2. In the case of S40E conduit concrete encasement will be included in the cost of the bid unit. 3. Where conduits enter structures, the gap between the structure and the surface of the conduit shall be grouted. Item 5-7 Furnish and Install Substructures: 1. Construction shall include furnishing, placing, and backfilling around new prefabricated (precast) structures, complete with necking, covers, gaskets, inserts, ladders, grates , baffles and other accessories. 2. Bid units shall include excavation (including required drilling, rock cutting, jack-hammer work, and removal of rock, water or other materials), haul away and disposal of excess spoil , shoring, bedding, grading, placement and compaction of backfill, stenciling identification, and cleanup. 3. Bid units shall include furnishing, installing, relocation and removal of temporary plating, bridging, sheeting and shoring, or use of equivalent methods such as laying back of excavations for the protection of life and limb. Temporary plating, bridging, sheeting and shoring, or use of equivalent methods shall conform to all applicable federal, state and local laws, codes, ordinances and other requirements. 4. Bid units shall include cutting, removing, disposal of, and restoration/replacement of surface improvements such as A/C and concrete paving, sidewalks, curb and gutter, sod/grass, landscaping, sprinkler systems, landscaping borders and other improvements. 5.
