Renovation of a laboratory facility in Miami, Florida. Completed plans call for the renovation of a laboratory facility.

Project Description: The purpose of this project is to modify Room 101B in Bldg. 55 to create a functional BSL -2 quarantine entry consisting of two sealed anterooms. These modifications enhance containment of invasive insect research, reduce risk of accidental release, and improve operational safety and compliance with USDA quarantine protocols. Contractors Responsibilities a. Contractors provide and maintain all necessary guards, lights, barricades, etc., to protect people, property, and materials in and around the site. The Contractor shall furnish all materials, labor, tools, equipment, disposal, transportation, and supervision to complete the following modifications to Room 101B: b. Add a non-load bearing interior partition wall dividing the space into two anterooms. c. Install sealed quarantine grade doors with interlocking mechanisms. d. Install card access control to the primary entrance door. e. Lower the existing ceiling to a finished height of 7 feet with sealed BSL 2 compatible surfaces. f. Relocate or modify existing electrical lines interfering with the new wall layout. g. Install a two-way light indicator system for personnel entry/exit awareness. h. Seal all penetrations and surfaces for insect containment. i. Provide documentation, testing, and as built drawings. j. Do not disturb hazardous materials and report conditions immediately to the Contracting Officer's Representative (COR) regarding potentially hazardous conditions that are uncovered. Stop work in the area of the questionable material or condition until identification and direction is provided. k. The Contractor's work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with most current applicable federal, state, and local code requirements as well as industry standards, and health and safety codes, in effect at the time of contract award. o USDA ARS Facility Design Standards o BSL 2 quarantine construction requirements o Florida Building Code (FBC), including HVHZ provisions Miami Dade County Building/Permit Regulations NFPA 70 (National Electrical Code) NFPA 101 Life Safety Code o OSHA 29 CFR 1926 (Construction Safety) Description of Work: 6.1 Interior Partition Wall o o Construct a full-height (floor to lowered ceiling) steel- stud partition wall centered in B101. Dimensions of existing room: 152" x 80". Partition divides space into two anterooms, approx. equal size. o . Wall to include: 20-gauge metal studs at 16" OC 5/8" moisture-resistant gypsum board both sides Fire-caulked, insect-tight seams USDA-approved antibacterial epoxy paint finish 6.3 Lowered Ceiling o Install sealed hard gypsum or USDA-approved ceiling system at 7'- 0" AFF. Seal all penetrations for lights, ducts, and conduits. 6.4 Electrical Modifications Reroute existing conduits interfering with new partition alignment. Install new lighting and indicator systems. o Provide new circuits as required by load and codes. o Patch and seal all penetrations. 6.5 Indicator Light System Two-way visual indicator showing "Entry in Progress" and "Occupied": At the entrance to 101B Between anteroom and the main lab 6.6 Finishes o USDA-compliant washable, smooth finishes. o All joints sealed per BSL-2 practices. 6.7 Documentation Shop drawings for walls, doors, electrical modifications, and ceiling. Testing: door interlock, card access, seal integrity review. As-built drawings at project completioN Questions shall be submitted via email to david.reynolds2@usda.gov and are due no later than July 23, 2026, at 8:00 AM Eastern Standard Time.
