This Project is a bundle of three project (elements), and the scope of each element is described below: UPC 116281: I-81 Widening MM 317 to 319 The purpose and need of the I-81 project is to increase roadway capacity by widening the interstate. The number of travel lanes will be increased from two to three in each direction between MM 317 and MM 319. This project is one of a series of I-81 corridor improvements intended to enhance safety, increase reliability, and support economic growth. Expanding the travel lanes will address existing and future capacity needs, reduce congestion, and improve traffic flow. There are three pairs of bridges within the project limits: one pair carries I-81 over a CSX rail line, another over US Route 11 (Exit 317), and a third over a Winchester and Western rail line. The I-81 profile will be raised to correct the substandard vertical clearance over US Route 11. The project also includes two large box culverts that convey floodplains beneath I-81. UPC 124012: I-81 Exit 317 Interchange Improvements The purpose of this project is to address traffic congestion and safety concerns associated with the existing diamond interchange at I-81 and US Route 11 by converting it to a diverging diamond interchange (DDI). The current interchange experiences significant congestion during peak hours, resulting in unacceptable delays and queuing. Queueing extends along the ramps onto I-81, affecting operations and safety on the interstate.
