Addition to a fire / police facility in Big Bear Lake, California. Completed plans call for the addition of a fire / police facility.

Progressive Design-Build Services Modular Fire Station Additions -- it is anticipated that this contract will commence on July 1, 2027. for all project structures, spatial additions to two (2) of its existing Fire Stations. The Fire Protection District intends to contract for and deliver this project by way of a progressive designbuild method. The Design- Build Entity (DBE) is defined as a single business entity (e.g., corporation) or a collection of separate business entities (e.g., partnership or joint venture) that will provide all services necessary to complete planning, design, management, and construction for the modular addition/expansion of two existing Fire Protection District Fire Station sites. The Project will be located at the Boulder Bay Fire Station, 39690 Big Bear Boulevard, and the Moonridge Fire Station, 42610 Rathbun Drive. Question Deadline 07/21/2026 at 5:00 PM PT Any questions regarding this RFQ and Pre-Qualification and/or the project shall be directed in writing, via email, to Sean Sullivan (ssullivan@bigbearlake.gov). Moonridge Station - 42610 Rathbun Drive, Big Bear Lake, CA 92315 The Moonridge Station is located at the above address on an existing parcel that is approximately 22,750 square feet. The existing configuration of the site presents excess property within the parcel that is not presently activated or constructed. The property will require site work to develop the entirety of the site to capture the necessary space to add the desired improvements. Under the new fire service agreement, the station will return to a 24/7/365 staffing model . The proposed staffing includes one (1) Type 1 paramedic/EMS fire engine and staffing of three (3 ) or four (4) personnel. Based upon this proposed staffing model, the station will need an addition to provide the necessary facilities for the operation and housing of these personnel. The current configuration includes two (2) apparatus bays of a steel construction and measuring 35' x 40', totaling 1,400 square feet. The existing apparatus bay is intended to remain in place and put into service, with the proposed addition being built around the existing site improvements. The proposed scope would be to construct a modular, or factory built, addition to the site to provide dormitories, restroom facilities, and kitchen facilities for the prescribed staffing levels. Additional elements for the station would include a day room/living room, laundry facilities, and other amenities, as will be more thoroughly described within the Request for Proposals that will constitute Phase II of this process. The site is connected to, or has access to, all standard municipal and franchise utilities such as electrical services provided by Bear Valley Electric Service, Inc., domestic water is provided by the Big Bear Lake Department of Water, sanitary sewer service provided by the City of Big Bear Lake Public Works Department, and telecommunications service is provided through franchise service providers. Additionally, it is anticipated that the related design work may determine the need to modify or alter the existing utility services at the site. Boulder Bay Station - 39690 Big Bear Boulevard, Big Bear Lake, CA 92315 The existing Boulder Bay Station is located at the above address on an existing parcel that is approximately 15,360 square feet. The existing configuration consists of site improvements extending the entirety of the lot. There is existing City of Big Bear Lake Right of Way of approximately 2,560 square feet that could potentially be vacated and incorporated into the site if it is proven to be beneficial for the necessary site improvements. The current configuration includes two (2) apparatus bays of a steel construction and measuring 35' x 40', totaling 1,400 square feet. Under the proposed fire service model , this station will be reactivated to house a Brush Crew but is not proposed for 24/7/365 staffing, rather the proposal is to staff this facility on a normal business hours basis. As such, this facility will not require dormitories or other amenities typical of a full-time station. The proposed addition would include construction of full restrooms, with showers, a kitchenette, and multipurpose space. The multipurpose space could function as a day room, administrative space, or other undetermined uses. The selected Design Build Entity will be required to integrate sustainable strategies and features into the design to minimize the energy consumption of the fire station; conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health and comfort to reduce the total cost of ownership of the project using a whole-building, life-cycle approach.
