Project includes on-site domestic and fire water lines, on-site sanitary sewer lines and lagoons, off-site rural water line extension, etcetera. Work involves sanitary sewer (gravity), jack & bore-sewer water utility construction, sewer and water construction, water utilities, water and wastewater facilities, lagoon improvements, and waterlines. Bidders must not modify or delete from the scope of work or risk bid rejection. Bidders are required to have read and understood all bidding documents, examined the site and local conditions, and based their bid on the specified materials, equipment, and systems. Each bidder is responsible for timely delivery of their bid, for familiarizing themselves with site and labor conditions, and for submitting all required documentation including bid security (for bids in excess of $50,000), contractor qualification statement if requested, designation of work to be self-performed, names of manufacturers and suppliers, and all necessary submittals. Performance, payment, and warranty bonds for one year after acceptance, each in 100% of the contract amount, are required. The contractor is responsible for all permits, utility tap fees, and street use permits for their scope of work. All closeout documents, operation/maintenance manuals, warranties, and As-Built drawings must be provided by 90% contract completion. Contractors must adhere to the full safety policy, submit payment applications through the Construction Manager, and comply with all local, state, and federal requirements as detailed in the instructions to bidders.
