Turnkey construction services for Electric Vehicle (EV) infrastructure, Photovoltaic (PV) systems, and Battery Energy Storage Systems (BESS). Questions regarding this RFQ may be directed in writing and posted to the District's PlanetBids Vendor Portal in the Q&A section on or by 3:00 P.M. ON THURSDAY, JULY 30, 2026. The District is seeking proposals to enter into an agreement for a qualified contractor ("Contractor") operating under an applicable California statewide or cooperative Master Services Agreement ("MSA") including, but not limited to, the California Foundation for Community Colleges ("Foundation") to provide turnkey design, engineering, procurement, construction, commissioning, operations and maintenance, and closeout services for campus energy and transportation electrification infrastructure. To be considered responsive, each Proposer shall submit documentation demonstrating its eligibility to perform services under the applicable cooperative or statewide agreement. At a minimum, the Proposal shall include: o A copy of the executed Master Services Agreement (MSA) or other cooperative purchasing agreement under which the Proposer intends to provide services. Documentation demonstrating that the Proposer is an authorized and currently eligible contractor under the identified MSA or cooperative agreement (e.g., award letter, contractor listing, participation certificate, or equivalent documentation). The applicable contract number, effective dates, and expiration date of the MSA. Any applicable task order, work order, or participation requirements necessary for the District to utilize the agreement. The objective of this Scope of Work is to deliver an integrated portfolio of Electric Vehicle ("EV") charging infrastructure, Solar Photovoltaic ("PV") systems ( including canopies and carports), and Battery Energy Storage Systems ("BESS") that directly support PCC's sustainability, decarbonization, and climate action goals; enhance campus resiliency and long term energy cost management; and expand equitable access to clean transportation and renewable energy for students, faculty, staff, and the surrounding community. This includes replacing existing Electric Vehicle Supply Equipment ("EVSE") on campus . All services and installations shall comply with applicable California building and energy codes, utility requirements, and PCC procurement and contracting standards. This engagement is intended to be implemented in a phased manner, beginning with an initial phase focused on advancing near-term, high-priority electrification projects that are technically feasible, cost-effective, and aligned with PCC's immediate sustainability and operational objectives. PCC reserves the right, at its sole discretion, to expand the scope of work in subsequent phases to include additional sites, technologies, system capacities, or program elements based on performance, funding availability, and evolving campus needs. The Contractor shall furnish all labor, materials, equipment, supervision , and professional services necessary to design , deliver, and place into full operational service the required systems, including, but not limited to, the following: oProgram and Project Management, including schedule, cost, risk, quality control , and coordination with PCC stakeholders, utility partners, and third-party entities. Stakeholder, Utility, and Agency Coordination , including ongoing coordination with PWP and applicable authorities having jurisdiction. Site Assessments, Due Diligence, and Feasibility Analysis, including evaluation of existing conditions, electrical capacity, interconnection constraints, constructability, system scalability, and phasing considerations. Conceptual, Preliminary, and Final Design , including system layouts, equipment selection , and integration across EV charging, solar PV, and BESS assets. Engineering Services, including civil , structural, electrical , communications, controls, and metering engineering, as required. Permitting, Reviews, and Approvals, including preparation and submittal of documents and obtaining approvals from the Division of the State Architect ("DSA") and other applicable agencies. Procurement and Supply Chain Management, including acquisition of equipment, materials, and long lead items. Construction, Installation , and System Integration, including site work, equipment installation, testing readiness, and integration with existing campus infrastructure. Testing, Commissioning, and Utility Interconnection , including functional testing, performance verification, commissioning documentation, and coordination with PWP for system energization System Performance Standards, including : Verification that installed systems perform in accordance with approved design documents, manufacturer specifications, and applicable codes and standards ; DVBE (3%)
