The RTL wishes to retain the services of a specialized company to carry out geotechnical investigation and environmental characterization work related to the geotechnical drilling required as part of the detailed engineering and construction work of a new underground garage at the Saint-Hubert (CESH), including two garages, CESH-1 and CESH-2. The Services covered by this Call for Tenders concern the northeast sector of the CESH outdoor site as well as the CESH-2, located at 5120 Grande Allee Boulevard, Saint-Hubert, Quebec, J3Y 1A1. This Call for Tenders includes, but is not limited to, all work, labor, equipment, tools, materials and products required for the provision of the Services, which must include, but is not limited to, the following: . Service planning and verification of the presence of public and private underground services; . coordination with Hydro-Quebec to obtain the necessary authorizations to carry out the work under the influence of Hydro-Quebec's easement; . site visits; . planning, supervision and implementation of occupational health and safety measures and requirements, in accordance with applicable laws and regulations as well as the RTL's prevention-framework program; . the supply, mobilization and demobilization of equipment as well as personnel required for the provision of Services; . the completion of drilling, including the management and disposal of soil and water resulting from it, in accordance with current regulations; . the construction of reconnaissance excavation trenches, including the restoration of the land to its original state; . the required survey; . the carrying out of measurements and the geotechnical testing program in a certified laboratory, surveys by geo-camera, environmental characterizations as well as any other tests required on site or in the laboratory; . the installation of wells, probes, piezometers and any other equipment necessary for the analysis of water levels, flows and groundwater behaviour, as well as for conducting the required tests; . the holding of all meetings necessary for the provision of Services with the RTL Designated Representative and other professionals involved in the planning and coordination of the Services (this includes but is not limited to the Kick-off Meeting, regular follow-up meetings, coordination meetings, etc.); . description and presentation of the results of the various tests and measurements carried out; . the preparation and transmission of the geotechnical investigation study report and environmental characterization of the geotechnical drilling, including a preliminary version for comments and a final version. Question and clarification Any question or request for clarification from a BIDDER must be sent in writing to the Representatives of the file at least ONE-HUNDRED-TWENTY (120) hours before the date and time scheduled for the receipt of Bids. Following the analysis of such a notice from a BIDDER and in case the RTL deems it appropriate, the Tender Documents are then modified through an Addendum. BIDDER must attach to its bid the original of a tender security representing at least TEN PERCENT (10%) of the total amount of the tender before taxes. This warranty must be valid for the entire duration of the Submission. Work Guarantee: The BIDDER must also attach to its offer a letter of commitment guaranteeing the issuance of a performance guarantee, valid for the entire duration of the Contract, for an amount equivalent to at least TWENTY PERCENT (20%) of the total amount of the Bid before taxes.
