Renovation of a military facility in Washington, District of Columbia. Conceptual plans call for the renovation of a military facility.
The contractor shall provide all labor, materials, equipment, tools, supervision, and services necessary to upgrade the existing Edwards EST-3 fire alarm system to a fully operational Edwards EST-4 fire alarm system. Work includes furnishing, delivering, installing, programming, testing, and placing into service a complete system that complies with all applicable codes, standards, and manufacturer requirements. The effort encompasses procurement and installation of control panels, power supplies, interface modules, network components, annunciator panels, and associated hardware, as well as removal, replacement, or reuse of existing devices to ensure compatibility and full functionality. The contractor shall update or reprogram annunciator panels and integrate or modify the FireWorks graphical monitoring system to ensure accurate system representation and compatibility with the EST-4 platform. The contractor must conduct a post-award site visit, verify existing conditions, review as-built drawings, and document discrepancies. A complete equipment submittal package and phased work schedule must be prepared and approved prior to procurement and installation. Following approval, the contractor shall procure, coordinate delivery, and install all equipment in accordance with site constraints, including limited storage and delivery security requirements. Installation includes removal of existing EST-3 components, installation of EST-4 system components, wiring, programming, and configuration. The contractor shall develop and execute a detailed test plan, perform a substantial completion inspection with a punch list, and conduct final acceptance testing in the presence of the Government, correcting all deficiencies. The work also includes providing complete documentation such as as-built drawings, programming files, operation and maintenance manuals, warranties, and test reports. The contractor shall deliver onsite training for AOC personnel and Supreme Court Police Department first responders, including system operation, troubleshooting, annunciator use, and FireWorks navigation, along with training documentation packages. All work must be coordinated with the Architect of the Capitol and the Supreme Court Marshal's Office, with careful scheduling to minimize disruption, maintain life safety coverage, and comply with operational constraints, including night and weekend work hours. The contractor shall maintain safety protocols, meet certification requirements, and ensure all personnel are properly cleared. Final acceptance will occur upon completion of all tasks, after which the contractor shall provide a one-year warranty for all installed systems and workmanship.
