Question deadline: August 13, 2026, by 6:00 PM via PlanetBids All questions regarding this RFP must be submitted in writing via the SGVCOG's online bidding system, PlanetBids The City of Monrovia is requesting Proposals from qualified development partners for the redevelopment of the site located at 222 E. Cypress Avenue. All submittals are due before 6:00 PM , September 3, 2026. The Project involves the redevelopment of a 32,880-square-foot City-owned site into a high-quality residential project. The primary goal of this Project is to create a thoughtfully planned housing development that meets the City's housing objectives, preserves the on-site Victorian-era / Queen Anne style residence, protects the on -site mature trees, and complements surrounding land uses. The City prefers to retain ownership of the land through a long-term ground lease, allowing the City to maintain oversight of design, operations, and long-term use. However, if fee simple transfer of some or all of the parcel is required for Project feasibility and implementation, the City will consider selling some or all of the site to the developer, subject to covenants that will ensure long-term community benefit The City of Monrovia seeks to engage a qualified development partner to collaborate with City staff on the comprehensive redevelopment of the site, while maintaining and preserving the on-site historic building and protecting the mature trees. The selected team must demonstrate expertise in residential development, project planning, entitlement, design , financing, construction, and, if proposing rental housing, providing or securing long-term property management. The selected development team ("Developer") shall work in close coordination with the City to redevelop the 32,880- square-foot site in alignment with the City of Monrovia's adopted Housing Element, zoning regulations, and all applicable state and federal laws. The selected Developer will be expected to lead all aspects of the Project, including planning, entitlement, design , financing, construction, and marketing and operations, while coordinating closely with City staff and stakeholders. The Developer must ensure regulatory compliance with all applicable federal, state, and local laws, and provide a comprehensive, financially feasible approach that reflects best practices in development, sustainability, and community integration. Ultimately, the City seeks a partner capable of delivering a well-designed, thoughtfully executed Project that advances the City's long-term vision for the site, enhances the surrounding neighborhood, and demonstrates excellent professionalism throughout all phases of development. Services shall include, but not be limited to, the following: 1. Development Program and Conceptual Planning o Prepare a detailed development program consistent with the City's General Plan land use vision, draft PD -Area 30 development regulations, and housing goals. o o o Conduct due diligence on site conditions, including geotechnical , environmental , infrastructure, and utility capacity assessments. Develop multiple site planning alternatives for City review and comment prior to finalizing the preferred development concept. Incorporate community-oriented elements such as resident services, administrative space, and/or landscaped open space into the development concept. Integrate existing historic building into the development program as a prominent feature. 2. Design and Entitlements o o Prepare conceptual and schematic architectural designs that comply with the City's proposed development standards. Prepare all necessary submittals for approval under City permitting requirements, state law, and the City's Housing Element implementation program . Coordinate with City staff and attend public meetings, workshops, and hearings as necessary. Provide Project renderings, site plans, and supporting documentation for City and community presentations. 3. Financial Feasibility and Funding Strategy o Develop a detailed pro forma including project costs, revenue assumptions, operating expenses, and any financing gaps. Identify and pursue competitive funding opportunities as necessary, including Low-Income Housing Tax Credits (LIHTC) and other federal, state, regional , and philanthropic funding sources. Structure project financing to maximize leverage of outside resources and minimize City participation. 4. Project Approvals and Regulatory Compliance o Prepare and submit all required technical studies, reports, and documentation to ensure compliance with CEQA and other environmental review requirements. Coordinate with City staff and relevant agencies on building permits, grading permits, and utility connections. Ensure compliance with all applicable federal , state, and local regulations, including but not limited to: Surplus Land Act requirements State density bonus law and related housing statutes. Prevailing wage and labor compliance requirements. 5. Project Design Development and Construction o Advance design through design development, construction documents, and permitting. o Provide value engineering to ensure cost-effective, durable, and sustainable construction. Incorporate sustainability measures consistent with City and state goals, including energy efficiency, water conservation, and green building standards. Manage the construction process, including bidding, subcontractor management, schedule control, and quality assurance. o Coordinate regularly with City staff on progress and resolve construction issues promptly. 6. Community Engagement o Support the City in engaging the community during project planning, design, and implementation. o Provide visualizations, fact sheets, and other materials to communicate project benefits and respond to resident concerns. o Participate in community workshops, neighborhood meetings, and presentations as requested by the City. 7. Property Management and Resident Services (if proposing rental housing) Propose a long-term property management strategy that ensures professional, responsive management of the completed development. Provide on-site resident services tailored to the needs of future residents. Ensure that administrative office and resident services space are incorporated into the final development program. 8. Reporting and Coordination o Provide regular progress updates to City staff and elected officials throughout all phases of the Project. o Submit monthly written reports summarizing milestones, challenges, and next steps. o Maintain a single point of contact within the development team to coordinate all services and communications with the City
