This is an Invitation to Bid ( ITB) for the purchase of Sand Dredging - Costley Mill Beach in Rockdale County. Parks & Recreation Department seeks a qualified dredging contractor to perform mechanical and/or hydraulic dredging, sediment removal , and beach restoration services within the designated swimming area and adjacent waterfront access zones at Costley Mill Park. All work shall be completed in a manner that ensures safe public use, protects natural resources, and complies with all applicable federal , state, and local regulations. Services shall include, but are not limited to: Removal of accumulated sediment, silt, muck, displaced sand, and organic material from all County-designated dredge zones Removal of debris, vegetation , and underwater obstructions that impede swimming or waterfront access Mechanical or hydraulic dredging methods as approved by the County Regrading and shaping of beach entry zones to County-specified elevations Restoration of designated swim depths to County-approved profiles Redistribution of suitable on -site sand (if applicable) or placement of imported sand (if required and approved) Protection of adjacent infrastructure, shoreline vegetation , wildlife habitat, and park amenities Implementation of all required public safety, work zone, and water access control measures during operations Legal hauling, transport, and disposal of all dredged materials Disposal at a licensed and approved facility Documentation of disposal location, load quantities, and manifests submitted to the County Contractor shall provide all necessary equipment, which may include: Excavators (land-based or amphibious) Floating or barge-mounted dredging systems Pumps, piping, and dewatering equipment Hauling trucks and support vehicles Erosion control systems All equipment must be maintained in safe operating condition and suitable for the project environment
