Scott Cousins/The Telegraph EDWARDSVILLE – Four zoning requests, several demolitions and changes to Madison County’s zoning ordinance were among actions approved by the County Board at the Aug. 19 meeting. Among the requests was a special use permit from Jeff and Mary Gibston to keep goats and chickens at 4917 Mueller Ave. in Chouteau Township. The request was approved, with a limit of two goats and six hens. Among the requirements were 130 square feet of land area for each goat. Building and Zoning has received multiple requests for chickens after recently increasing the number of hens allowed, and occasionally hears requests for goats or other animals. Also approved was a request by Lisa Scoggins for a setback variance to construct an attached garage 3 feet from the property line at 448 Valleyview Drive, East Alton; a request by Gavin Spurgeon for a special use permit to continue placement of a mobile home at 106 Virginia Ave., Cottage Hills; and a request by Chad Mattea on behalf of owner Anne Mordis to rezone five tracts of land at 100 Joe St., Collinsville, totaling just under two acres from B-1 Limited Business District to R-4 Single Family Residential, and for a special use permit to allow an “eating and drinking” establishment on the site. The Board also approved resolutions authorizing the demolition of a structure at 5102 Rapp Road, Granite City, and 6141 Old Alton Road, Granite City. The changes are required because a new state law went into effect July 1, requiring counties to enact such regulations, or minimum state regulations would be applied. Madison County State’s Attorney Tom Haine told the board that the version passed by the board has more potential restrictions than the state version. “It gives the County Board more tools,” he said. Multiple personnel policy changes made The Board also approved several resolutions related to personnel policy changes. Approved were amendments to the Personnel Policy Handbook; personnel policies for appointed officials and department heads; and County Board supervisory, professional, confidential and non-union employees. County Administrator Dave Tanzyus said the changes were minor and were made to bring the policies into compliance with new state laws. A separate county credit card policy was sent back to the Personnel and Labor Relations Committee. Contracts for building repairs approved Two resolutions to repair county-owned buildings were approved, with one receiving a split vote. A resolution to replace the roof of the Highway Department’s salt shed for $423,345 was approved 17-7, with Board members Mick Madison and Brynn Kinchloe absent. The low bid was Geissler Roofing Co. Inc. There was some discussion about the project, with several Board members arguing the cost was high. Board members also approved a $171,800 contract with Millennium Construction LLC, based in Lebanon, for restroom renovations at the Madison County Center for Educational Opportunities, an alternative school operated by the Regional Office of Education in Troy. Several appointments approved In other business, the Board approved several appointments. David Kuehnel was reappointed to the Wood River Drainage & Levee District; David Schwind was reappointed to the Madison County Flood Prevention District; and Frank Dunn was reappointed to the Glen Carbon Fire Protection District. Ken Klostermann, Rolly Walker, Randy Leitschuh and Chris Tolbert were appointed to the newly created Eastern Madison County Ambulance Emergency Services District.
