The County of Riverside Purchasing Department, on behalf of Facilities Management Department Parking Services Division, is seeking proposals from parties qualified in providing Parking Access and Revenue Control System (PARCS) Replacement Design Services. The County is seeking to build the most efficient and effective system that will require minimal maintenance, personnel and cost to operate and manage into the future. The system shall provide a quality product that offers ease of use for its customers. The Parking Services Division presently operates four (4) parking structures, three (3) in Riverside and one (1) in Indio. The following locations are in need of a new PARCS system. The new PARCS system shall: Reduce or eliminate manual processes including cash transactions Streamline parking operations Streamline reporting and accounting functions Replace processes, software, hardware, equipment Reduce processing time and travel time Reduce long-term operating costs Provide improved parking facilities for our clients and staff Increase the safety of our clients and staff Deploy the latest technology to improve the user experience while sustaining realistic revenue goals (i.e. credit card and phone payment systems, etc.) Be scalable for other future parking projects Future-proof as much as possible to industry standard trajectories Allow County staff to monitor and respond remotely Provide an initial warranty and an on-going maintenance service agreement The method of Contractor Selection has not been Determined at this time.
