Foothill Transit is issuing this Request for Qualifications No. 26-078 (RFQ) seeking Submittals from qualified individuals or firms to provide full-service facilities architectural and engineering (A&E) services on an on-call, task-order basis. The services are expected to support Foothill Transit’s administrative facilities, operations and maintenance facilities, and related site and building improvement construction projects. Foothill Transit intends to make a single award to the responsible Offeror whose team is determined to be the most qualified to provide full-service facilities A&E services for the anticipated on-call work. Foothill Transit will evaluate each Offeror’s overall qualifications, including the qualifications of its proposed prime consultant, subconsultants, and key personnel across the disciplines necessary to perform the full-service scope. Foothill Transit will evaluate discipline-specific qualifications as components of the Offeror’s overall qualifications but will not issue separate discipline rankings or separate discipline awards. Foothill Transit will not use price, hourly rates, or comparative cost as a selection factor. After ranking Offerors based on qualifications, Foothill will negotiate compensation with the highest-ranked Offeror. If Foothill is unable to negotiate fair and reasonable compensation, Foothill may formally terminate negotiations and proceed to the next-ranked Offeror.
