PURPOSE The Hampton Redevelopment and Housing Authority (HRHA) is seeking sealed bids from qualified and experienced Virginia-licensed contractors for the conversion of a two-story building from four (4) single-bedroom units into one (1) single-bedroom unit and one (1) four-bedroom unit. Work includes interior, exterior, mechanical, and floor plan design changes. PROPERTY LOCATION 129 Cameron Street, Hampton, VA SCOPE OF WORK The General Contractor shall provide all necessary materials, supervision, labor, tools, and equipment to perform all work as provided in this Invitation for Bid. The Contractor shall be responsible for securing and paying for any and all permits required by the City of Hampton and other local, state, and federal authorities prior to the start of work. This shall include, but is not limited to, all required bonds and insurance, as well as all right-of-way permits and landdisturbing permits. Such bonds are in addition to any bid bond, performance bond, or payment bond required as part of the bid. The project is located at 129 Cameron Street in Hampton, Virginia. It is an existing building comprised of four onebedroom housing units. The building will be converted into two units: a one bedroom and a four bedroom . Existing plaster will be removed and replaced with gypsum wall board throughout. An existing stair will be removed and infilled. New walls, doors, finishes, appliances, plumbing fixtures, lighting, and wiring devices will be provided. Existing windows will remain except where indicated to be removed and infilled or replaced in-kind due to fire damage. The one-bedroom unit will re-use an existing geothermal HVAC system and the four-bedroom unit will receive a new electric heat pump. New electric water heaters and new electrical service will be provided for both units. The additional scope of work is located on the drawings. The goal of this project is a clean, neat, functional, quality conversion of the building for residential living. For quality assurance, the Authority has specified a pre-approved product to establish performance criteria . If a contractor wishes to use equal-to substitutions, all submittals must be provided to the Authority for prior approval before submitting a bid proposal. It will be the Contractor's responsibility to provide all necessary performance documentation to allow for a comparison evaluation . The Authority will make the final decision based upon a bestvalue determination . No lesser-quality components will be approved if submitted solely as a cost-savings option for the Contractor. Moreover, contractors should not base their bids on anything outside of this bid package unless it has already been specifically approved by the Authority.
