Reference Number 0000431053 The County of Orange is seeking a qualified firm to provide engineering design services related to the stabilization of two slopes adjacent to County Road 32 (Mill Street) in the Town of Cornwall and County Road 74 (Forge Hill Road) in the Town of New Windsor. The selected consultant will be required to analyze the slopes, conduct testing, and prepare two stabilization recommendations. This work will be followed by the development of full detailed design plans and specifications for the County to create a request for bids for construction restoration. The consultant must also provide a detailed cost estimate for the proposed construction project. Official bid documents must be obtained online. Question Acceptance Deadline 07/30/2026 04:00 PM EDT County Route 32 (Mill Street) - Town of Cornwall The project site is located along the western side of Mill Street, approximately 700 to 1,000 feet north of the intersection of Mill Street and Quaker Avenue in Cornwall , New York. The observed slope failure is located on a slope west of the southbound lane which is located between the roadway and the east bank of the Moodna Creek. The slope failure has progressed eastward to a point where Orange County has become concerned about the stability and safety of Mill Street ( CR 32). Orange County only has a revocable slope license for the slope monitors along SBL: 12-1-25 through March 31, 2030. No other easements or permissions to enter private property have been obtained by Orange County and will be part of the Consultant's responsibility to coordinate. County Route 74 ( Forge Hill Road) - Town of New Windsor a. The project site is located along the southern side of Forge Hill Road, approximately 1,300 to 1,600 feet east of the intersection of Forge Hill Road and NYS Route 94 in New Windsor, New York. The observed slope failure is located south of the eastbound lane which is located between the roadway and the Moodna Creek. The site is at a point where the Moodna Creek makes an approximately 90-degree bend from flowing northward, to flowing eastward , immediately downstream from the confluence with Silver Stream. The site of the failing slope is partially located on the property of the Knox Headquarters State Historic Site. Orange County does not currently have permission to enter private property or any easements. Coordination of private property owners will be the responsibility of the Consultant. The slope failure has progressed northward to a point where Orange County has become concerned about the stability and safety of Forge Hill Road (CR 74).
