Construction services to modernize the Stamford Hurricane Barrier by replacing the existing legacy Programmable Logic Controller (PLC) with a modern, secure industrial automation platform featuring a touchscreen Human-Machine Interface (HMI), while refurbishing the hydraulic power units (HPUs) at each abutment under a single integrated contract. Work includes containment and proper disposal of existing hydraulic fluids; replacement of wearable mechanical and electrical components such as motors, pumps, valves, filters, and sensors; cleaning, inspection, and certification of reusable structural components; and reinstallation of refurbished systems. The project also requires decommissioning legacy manual controls and installing a consolidated operator console with integrated HMI along with a dedicated hardwired manual backup panel. The new control system must be staged in parallel with the active system to ensure zero operational downtime and must comply with current industry cybersecurity and federal standards for gate operations.
