Every inquiry or request for interpretation should be made in writing via e-mail . The initial term of the contract award as a result of this RFP shall be from Sept 1, 2026, through June 30, 2027. Habersham County is seeking proposals to perform detailed pavement conditions surveys on approximately 416 centerline miles of roadway in Habersham County, Georgia. Methodology applied shall be in accordance with the procedures outlined in using the Pavement Condition Index (PCI) survey procedure. The consultant shall conduct a detailed, objective condition assessment of all publicly owned and maintained streets. The evaluation will quantify pavement distresses, determine the PCI, and provide the data necessary to develop a multi-year pavement preservation, maintenance, and rehabilitation plan. A report shall document surface condition issues including cracking, rutting, bleeding, spalling, joint seal deterioration, and structural failures on all streets. The consultant shall calculate the standardized PCI for each street segment on a scale of 0 (very poor) to 100 (excellent) and classify pavement segments into condition categories (e.g. , Failed, Poor, Fair, Good, Excellent). And identify the root causes of distresses (e.g., environmental, load-related , or drainage-related) rather than just observing surface symptoms.
