Governing Body Action September 2026 Please direct all questions in writing to: William Hance Chief Financial Officer Phone: (908) 782-8840 Fax: (908) 782-0142 Email: bhance@historicflemington.com The Borough is seeking design services for the Police headquarters Sallyport addition for the building located at 200 Main Street. The requirements of the renovations have to be approved by Flemington Police Department and State of New Jersey Department of Corrections. The specifications include, but are not limited to: A. Single pass through of Borough Police Vehicles along with a standard door for people to directly access the exterior. The largest vehicle in need of access has the dimensions of 83" wide, 232" long and a height of 80". B. The grading of the parking lot needs to be addressed to allow for proper access to the Sallyport and lower level Police Headquarters access. A grading plan needs to be developed. C. A topographic survey and ground survey done of the property as well as a survey of the utilities. D. A decontamination area with hot and cold water along with a floor drain and underground drain line from the floor drain to the ejector pit. E. Heating is required for the Sallyport along with a weapons locker for at least 6 weapons. F. The Sallyport shall have adequate lighting and white walls. G. A security access and camera plan needs to be developed along with a drive up card reader. H. Prepare a code analysis based upon the current 2021 NJIBC Code. I. Develop drawings suitable for construction and bidding. J. Structural engineering design of the Sallyport roof, load bearing walls and foundation and prepare plans and specifications for the construction of same. K. Mechanical design of the heating, ventilations and vehicle exhaust system of the Sallyport along with detailed design drawings for the construction of same. L. Plumbing design to modify the existing water, sanitary sewer and vent systems to accommodate the Sallyport and prepare design drawings suitable for construction. This includes the Sallyport decontamination hose station. M. Electrical design of the new Sallyport electric and lighting systems. Detailed design drawings suitable for construction shall be included. A portable generator connection panel will be added to the exterior wall of the building. All new lighting shall be LED type. N. Preparation of the design and construction documents along with the documents necessary to go out for bids. O. Technical assistance with the bidding process to include pre bid meetings, answering bidder questions, and issuing bid addenda if necessary. Review of bids received and recommendation of contract award. P. Construction administration shall include working with the contractor and answering any questions, biweekly site visits to check on job progress, review and process change order requests, review and process monthly payment requests issued by the contractor, and review and process shop drawing submittals. Q. Perform a site visit to develop a punch list for project close out. Follow up to check that punch list items were completed. Review toe contractor prepared as builts and submit to the Borough. Administer any closeout documentation and prepare a final completion certificate.
