Site work, paving and new construction of a playground / park / athletic field in Roan Mountain, Tennessee. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.
Construction of a 1.5-mile roller compacted concrete greenway path, including subgrade preparation and connection to existing boardwalks. Any prospective Respondent having questions and comments concerning this ITB must provide them in writing to the Solicitation Coordinator, sydney.loomans@tn.gov Question Deadline 08/10/2026 at 2:00 PM ET Scope of Work RCC Greenway Construction 1. The Contractor shall clear, grub, excavate, and prepare the subgrade by compacting soils at moisture contents and densities that will ensure uniform and stable pavement support. Prior to proof rolling the grade and placing RCC material , the Contractor shall ensure that the surface of the subgrade is clean and free of foreign material , ponded water, and frost. 2. Prior to placing RCC pavement, the Contractor shall check for any soft or yielding subgrade areas by proof rolling over the entire area to be paved . The Contractor shall correct and make any soft or yielding subgrade areas stable prior to RCC layer construction. The Contractor shall remove any unsuitable soil and replace with acceptable material . The Contractor shall allow for fifty thousand dollars ($50,000) in base bid for addressing unsuitable soils. The Contractor shall ensure that the subgrade is uniformly moist at the time of RCC material placement. If moistening certain areas is necessary, ensure that the method of sprinkling will not form mud or pools of free-standing water. 3. The Contractor shall provide and install a minimum of four (4) -inches of #33C compacted stone subbase along the entire length and width of the new trail. 4. At the two bridges and boardwalk, the Contractor shall provide and install sufficient gabion stone to raise / ramp the finished compacted subbase and four (4) -inch RCC for a smooth transition onto these structures with a lip of no more than 1/4 - inch and a ramp slope of no more than five percent (5%) from starting point. The Contractor shall provide and install sufficient rip-rap to protect the exposed sides of the ramp and trail. 5. The Contractor shall provide and install a single four (4) -inch-thick lift (approximately seven thousand, nine hundred and twenty {7,920} -linear feet x five {5} -feet width) utilizing paving machine(s) equipped with a high - density screed capable of placing the RCC material to a minimum of ninety percent (90%) of the reference wet density in accordance with ASTM D1557 or equivalent test method, prior to any additional compaction. The Contractor shall furnish materials conforming to the latest version of the standard materials specifications in Table 1 and utilize well-graded fine and coarse aggregate between the combined upper and lower limit aggregate band as shown in Table 2. 6. The Contractor shall utilize self-propelled vibratory dual steel drum and/or pneumatic rollers for primary and final compaction efforts to meet the in - place, wet-density requirements, as well as walk-behind vibratory rollers or plate tampers for compacting areas inaccessible to larger rollers. The Contractor shall ensure that the finished surface, when tested with a minimum length four (4) -foot straightedge, does not vary from the straightedge by more than three hundred seventy-five hundredths (0.375) - inches (nine {9 } mm) at any one point across the width of the pavement. The final surface texture after rolling and curing shall be smooth and uniform over the entire area of pavement.
