Construction management and inspection services for the installation of an adaptive traffic control solution, including median modifications, traffic signal upgrades, and intelligent transportation system improvements. PROJECT DESCRIPTION AND BACKGROUND The City of Rancho Palos Verdes is seeking Construction Management and Inspection Services for the Western Avenue Traffic Flow Improvement Project (the Project). The selected firm will provide Construction Management and Inspection (CMCI) Services in support of the Project construction which comprises without limitation, furnishing all necessary labor, materials, equipment, and other incidental and appurtenant work necessary to install and implement an Adaptive Traffic Control Solution (ATCS), including modifications to existing medians, upgrades to traffic signals, and installation of Intelligent Transportation System (ITS) improvements as shown on the Plans and as described in the Contract Documents. This work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction and applicable regulations, such as Caltrans, Cities of Rancho Palos Verdes, Los Angeles, and Lomita. IV. SCOPE OF SERVICES The City is accepting proposals to offer the following services: General Responsibilities 1. Provide project construction management, inspection and material testing services. 2. Maintain a clear line of communication with the City. All written communication with the City shall be in a format acceptable to the City. 3. Maintain project records including Daily Inspection Reports, project quantities, and punch list. SCOPE OF WORK Project and Construction Management services 1. The consultant shall serve as the Project/Construction Manager (CM ) and City's representative for the construction work performed during the project. The CM shall be providing liaison services and communication to the construction contractor. A second point of contact shall be identified to act in the CM's absence. 2. The CM shall: a. Oversee the Construction Inspectors on inspecting all aspects of the construction site and construction contractor's work for safety measures and check compliance with all State and City regulatory requirements; immediately notify the construction contractor and report to the City all violations or near misses and then properly document them . b. Review and have a thorough understanding of the construction contract Review , comment, and recommend for acceptance of the construction schedule prepared by the contractor using the critical path method. Regularly assesses progress of work, identify schedule risks and develop mitigation strategies to avoid delays and ensure that the construction contractor stays on schedule. If the construction contractor is not progressing according to the schedule; document delays with reasons for delay, develop plans to recover from schedule delays, provide timely notice to the construction contractor as well as City, and calculate potential liquidated damages.
