The Jackson Municipal Airport Authority issued a formal request Thursday, July 23, seeking companies to “design, scope and build new facilities” at the airport, according to a press release. “Investing in a new terminal and improvements at JAN will provide facilities and amenities customers want and deserve,” JMAA CEO Rosa Beckett said. “It’s beyond time to modernize JAN.” Jackson’s airport is the largest in the state, handling roughly six out of every 10 passengers taking flights in Mississippi. In an interview last year, Beckett told the Clarion Ledger that a 2025 assessment found most of the existing terminal could be repurposed. She said the plan was to build new concourses parallel to the current ones, allowing construction to occur in phases while airport operations continued. What could ultimately be built — and how much it could cost — has not yet been detailed. Airport officials also did not provide a timeline for construction or a cost estimate. The selection process will take place in two stages. Developers will first submit potential designs and plans for the airport. JMAA would then choose a team and negotiate an agreement setting a maximum cost for the project. Once construction is complete, the developer would turn the improvements over to the airport. JMAA would continue to own the facilities and oversee airport operations. How the project would be paid for is also still being worked out. Options include traditional public funding, grants and private infrastructure investment. JMAA plans to select one or more teams for additional discussions by Oct. 26. The process does not guarantee the project will move forward. Any final deal would still need approval from the JMAA Board of Commissioners and would have to meet state and federal requirements. More than $100 million has been invested at the airport since 2016, according to JMAA. The push to modernize the airport comes as a federal judge weighs who should control its governing board. A trial concluded earlier this month over a 2016 state law that would replace Jackson’s airport board with a regional board. U.S. District Judge Carlton Reeves is expected to rule in the coming weeks. Separately, Jackson and JMAA reached an agreement last year with Flowood, Pearl and Rankin County that ended a decades-long dispute over land surrounding the airport. Jackson and JMAA kept ownership of the land, while portions were incorporated into Jackson, Flowood and Pearl for taxation and development.
