Pursuant to the provisions of Texas Government Code Chapter 2269, Subchapter F, it is the intention of the Spring Independent School District (the District or Owner) to select a Construction Manager At-Risk (CMAR) via a two-step Request for Qualifications (RFQ) process, for the construction of the District's Westfield High School & Daycare Renovations. Persons or entities submitting Statements of Qualifications (SOQ) and, if qualified, Price Proposals (collectively "Proposals" or Offers) are referred to herein as Offeror(s). November 2022, voters within the Spring ISD community approved an $850 million bond to address the longstanding facility, technology, and safety and security needs of the District. The five-year bond project kicked off immediately and work across the district is projected to continue through 2027. pring Independent School District (also referred to as "SISD" or "District") intends to select a General Contractor to serve as Construction Manager-at-Risk to construct, manage, and implement multi campus electrical project as authorized by the Spring Independent School District. The District will enter into a single agreement with the successful Contractor. The scope of the project shall consist, but not be limited to, the following: interior renovations to Westfield High School, athletic upgrades, and standalone daycare on site. Construction Anticipated Start Date is May 2027. Contractor will be required to base Timeline and Schedule to work around Occupancy/Vacancy, Holidays, and weekends as needed. As part of the required services the selected Construction Manager will provide Pre-Construction phase assistance to the District and its Consultants with the cost estimating and scheduling during the design phase of the work. If it is determined to be in the best interest of the District, the Construction Manager will then construct the project as a Construction Manager-at-Risk. Spring Independent School District will group, phase, expand, or reduce work scope as necessary to serve the best interests of Spring Independent School District. Accordingly, all candidate Construction Managers are advised that they must accept as a condition of their candidacy that initially identified work scopes may at any time be grouped, phased, expanded, or reduced, other than as originally described, at Spring Independent School District's sole discretion. The project has a construction budget of $ 16,000,000.00. IDG Architects will be the Architect of record.
