Amendment 4 extends the proposal due date and updates the acquisition milestone schedule for the California Oregon Transmission Project (COTP) Two-Phase Design-Build 525kV Series Capacitor Bank Replacement Project. The amendment revises the procurement schedule to provide additional time for proposal submission and adjusts related acquisition milestones accordingly. All offerors shall review the updated schedule and incorporate the revised dates into their proposal planning and submission activities. The project magnitude is estimated to be more than $80,000,000. Phase 2 Questions Due: 8/14/2026 @1700 MT PLACE OF PERFORMANCE: The below-listed work will be held at the following locations: Maxwell Capacitor Switching Station located at 4794 Standard Road, Maxwell, California 95955. Tracy Substation is located at 16800 W Kelso Road, Byron, CA 94514. Olinda Substation is located at: 18275 Gas Point Road Cottonwood , CA 96022. (Note that work shall occur at Tracy and Olinda Substations after Maxwell Switching Station as described in the project description). PROJECT DESCRIPTION WAPA is requesting a proposal to replace the 525-kV series capacitor banks at Maxwell, Tracy and Olinda substations. Replacement series capacitor banks shall have the same MVAR compensation level and dual segment design at each substation as the existing design. Specifically, the Contractor's Design-Build proposal shall include engineering design , manufacturing and/or procurement, construction, and commissioning of equipment by removing and replacing the existing series capacitor banks with new and in-kind series capacitor banks (no changes to series capacitor size, rating, segmentation , and line compensation level) and ancillary equipment such as but not limited to breakers, line and ground motor-operated disconnect switches and protection and control devices. The Contractor shall perform engineering design for full integration of new series capacitor banks into WAPA's existing substation ; as well as procure, install , test and commission all ancillary equipment.
