The area of Stephens Street receives deep surface flows with velocities with flows that have been enough to pick up vehicles and carry them down the roadway. The proposed project located at Stephens Street is a new storm drain line that outlets at the new Sterling Street culvert and runs approximately 1250 LF up Stephens Street and terminating just prior to North Cedar Street. In addition to the inlets that will be placed along Stephens Street, additional inlets are proposed to pick up flows from the side streets of Cooley Drive, Hazelwood Street, and Boyd Street. The downstream end of the system is proposed to be a 7'X3' RCB and reduces to a 24-inch RCP as you move upstream. A 6'X3' RCB would be proposed for approximately 90 LF south on Hazelwood for future extension of the Hazlewood Storm Drain Project and allowing the inlets to be placed on the southern end of the Stephens/Hazelwood intersection. For the purpose of cost estimates, it has been assumed that the pipes from the inlets to the mainlines are all 18-inch RCP for this study. The Master Drainage Plan identified this project as priority #10. The project is included in the city 2026 - 2030 Capital Improvement Program (CIP).
