Site work for a water / sewer project in Clarksville, Tennessee. Completed plans call for site work for a water / sewer project.

Reference Number 0000431590 The work will cover the relining of stormwater drain lines. The City of Clarksville storm water drainage system consists of approximately 332 miles of pipe varying in diameter from 15 inches to 48 inches. The work covered by this contract will be for the installation of Cured-In-Place- Pipe (CIPP) in existing storm water lines that the CITY will select as the need for pipe repair arises. There are no pre-selected locations for this work. As the CITY discovers problems in its system, a work order will be prepared for one or more locations of the sizes enumerated on the bid form. Distances on the work order will be based upon plans or approximate field measurements. The contractor will go to each site and will ascertain the appropriate thickness of the CIPP material needed for the repair and will measure the actual lengths. The CITY will review and approve the design and will inspect the installation. The pipes selected for the work shown in the bid form range in size from 15 inch to 48 inch. The lengths of each run shown on the bid form are set at 100 feet to provide a value for cost extension purposes. The bids will be reviewed for individual pricing versus the bid total to preclude unbalanced bidding. Work orders will be drawn against pertaining contract amounts. The contractor will be paid based upon executed work orders which may not reach the total value of the contract. The price for each size will include all pre and post television work, all "normal" line cleaning, bypass pumping, "tube" insertion and curing as well as any other work needed to complete the CIPP installation. The time for completion of the work is June 30, 2027 Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. Pursuant to TCA 62-6-119, each contractor / bidder applying to bid for the prime contract and for any masonry contract where the total masonry portion of the construction project exceeds one hundred thousand dollars ($100,000.00), materials and labor, electrical, plumbing, heating, ventilation, and air conditioning contracts, is required to place his / her bid in a sealed envelope showing the bidder's name, contractor license number, license expiration date, and license classification, and for electrical, plumbing, heating, ventilation and air conditioning contracts and for each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation (TDEC) license number, classification, and the expiration date of same, on the outside of the envelope using the State Contractor Licensing Information Form (Section 00300), except when the bid is in an amount less than twenty-five thousand dollars ($25,000.00). Only one (1) contractor in such classification may be listed. Question Deadline 08/06/2026 TCA 12-4-113 prohibits addenda to bid documents within less than 48 hours of a bid opening, and to require that questions concerning bid documents must be received no less than 96 hours before the bid opening date excluding weekends and legal holidays. All questions shall be in writing to the contact name provided. This shall not apply to department of transportation contracts or any state or local agency contracts funded in whole or in part with state or federal highway funds. It is the responsibility of the vendor to check with the City to see if any addenda have been issued. The City reserves the right to reject any and all bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional bids. Owner further reserves the right to reject the bid of any bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. The City may also reject the bid of any bidder if the City believes that it would not be in the best interest of the project/bid to make an award to that bidder. The City also reserves the right to waive all informalities not involving price, time, or changes in the work and to negotiate contract terms with the successful bidder. The City also reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid of a bidder who investigation shows is not in a position to perform the contract. Any or all bids may be rejected for good cause.
