The project is expected to be awarded on September 17, 2026.** It is the intent of the City of Grand Haven to receive bids for "North Channel Coal Combustion Residuals (CCR) Removal" for the City of Grand Haven at the Former JB Sims Generating Station. The City of Grand Haven reserves the right to reject any or all bids or any parts of the same, to waive any irregularities and to accept any bid in its own best interest. Cutoff for Questions August 7, 2026 at 12:00 pm Project Award/Notice to Proceed September 22, 2026 Anticipated Start Date September 23, 2026 THE CITY OF GRAND HAVEN PROPOSES TO RESTORE THE NORTH CHANNEL OF HARBOR ISLAND, WHICH WAS HISTORICALLY IMPACTED BY COAL COMBUSTION RESIDUAL (CCR) RELEASES DURING OPERATIONS AT THE FORMER J.B. SIMS GENERATING STATION . THE RESTORATION EFFORT FOCUSES ON REMEDIATION OF AFFECTED AREAS IMMEDIATELY NORTH OF THE INACTIVE CCR IMPOUNDMENTS AND INCLUDES THE EXCAVATION AND REMOVAL OF CCR-IMPACTED SOILS. The Project includes constructing the Work broadly described below, in accordance with the Contract Documents, with all related appurtenances. Work shown on the Drawings, or indicated in the Specifications, or indicated elsewhere in the Contract Documents is part of the Work, regardless of whether indicated below. The Work includes, but is not limited to, the following: Prepare a site-specific Health and Safety Plan for contractor personnel to be implemented for the project. Coordinate with the ENGINEER and his representatives to ensure proper documentation and project understanding. Provide and install temporary erosion and sedimentation protection during construction in accordance with the EGLE Water Resources Division Permit and Soil and Erosion Control Permit for the site obtained by OWNER. Provide/enhance roadway entry and exit areas of the North Channel to allow transportation vehicles to maintain traction throughout project activities. Provide and install dewatering staging area for soils to drain excess water on-site. 6. Excavate CCR/soil mixed materials from the excavation area and transport to the staging/dewatering area to allow fluids to drain prior to trucking from the site. 7. Load, haul , and dispose of excavated CCR/soil mixed materials at an approved Type II Landfill. Disposal fees will be paid by the CONTRACTOR or OWNER (TBD). 8. 9. Protect utilities, structures, monitoring wells, pipelines and related infrastructure in and near the construction area. Perform grading of non-wetland areas and replacement of any bermed areas as necessary to restore back to original grading condition. 10. Place 3-inches of screened topsoil on all disturbed, non- submerged areas. 11. Reseed disturbed, non-submerged areas with native Michigan seed mix. 12. Provide dust control during construction per the OWNER approved plan. 13. Provide and install temporary drainage ditches and diversion berms as necessary to prevent storm water from impacting work areas or entering cleaned areas within the project limits. 14. Re-grade any areas if disturbed or eroded prior to vegetation establishment. 15. No Material or equipment to be provided by OWNER. 16. CONTRACTOR to source water for use as dust control. CONTRACTOR shall provide necessary equipment to load water into dust control equipment OWNER will contract separately with ENGINEER to complete CCR removal verification as detailed in the Contract Documents. a. Contractor must provide final grade elevations of excavated surface in CAD format to ENGINEER for review and acceptance in accordance with Work Plan. 18. All stormwater must be managed on-site. 19. Final work includes placement of topsoil , seed, and mulch as described herein
