Question Submission Deadline: September 2, 2026, 12:00pm ST89330321-1 The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below. The purpose of this project is to reduce pedestrian injuries and fatalities by installing High-Intensity Activated CrossWalk Signals (HAWKS) at high-crash and high-activity areas identified by the City of Phoenix T2050 Mobility Studies. The project includes sign and pavement marking improvements, crosswalk illumination and ADA ramp modifications. Improvements will be upgraded to meet City standards and comply with the Americans with Disabilities Act. The project sites are located at: 43rd Avenue and Hubble Street, Buckeye Road and 3rd Avenue, and 7th Avenue and Western Canal. This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation. No DBE goal has been established for this project. The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
