The City of Rock Hill, South Carolina ("City") is seeking proposals from qualified companies to provide the City with asphalt paving services for identified areas of the Cherry Park Trail. The City of Rock Hill, South Carolina is seeking proposals from qualified companies to provide the City with Asphalt Services for Cherry Park Trail. All work must be completed by November 1, 2026. Time is of the essence because work is weather-dependent. Question Deadline 08/25/2026 at 4:00 PM ET Should the Company have questions, find discrepancies in the plans and/or specifications, or be in doubt as to the meaning or intent of any part thereof, the Company shall request clarification from the City via electronically. All questions will be answered, and any changes will be communicated through an addendum posted online. A qualified company is defined for this purpose as one that meets, or by the date of proposal acceptance can meet, all requirements for licensing, insurance, and service contained within this RFP. The Bidder must have at the time of submission and maintain throughout the life of the project a SC General Contractor's License with an AP (Asphalt Paving) or CP (Concrete Paving) license classification. Each proposal shall include the name, address, telephone number, and e-mail address of at least three (3) current customers for whom they have provided similar products or services. These references may be contacted, and if so, their responses may constitute a significant part of the proposal evaluation process. The following areas have been identified for repair: Trail Light Pole #27 to Trail Light Pole #29 Trail Light Pole #30 to Trail Light Pole #34 (both sides) Trail Light Pole # 39 to Trail Light Pole #44 (bike route path only - inside portion of the trail) All areas are marked with paint on the asphalt to show the distance and direction the repair is to take place. Please note that not all areas identified may be completed depending on available funds. Additional areas may be identified at a later date should funding allow. Project Scope o The contractor will complete inspection and planning to assess damage that has not already been identified by City Staff in the areas listed above. o Required permits will be obtained by the contractor after the inspection and plan is finalized. o The contractor will mobilize on site, to include installing erosion control measures. The contractor will complete surface preparation, to include cleaning, repairing holes, cracks, and crumbling sections, and leveling low spots to ensure proper drainage. Remove the old trail in cracked or bad areas and dig down four inches (4"). Add three inches (3") of new stone and pack. The contractor can mill the trail down and overlay to the height of the replaced areas if it is in better condition. If possible, adjust the new trail around any large roots to minimize damage to trees. City Staff will approve any adjustments. The contractor will complete tack coat application to ensure the new asphalt sticks appropriately to the old. The contractor will add two inches (2") of new asphalt at the width of the existing trail, including compaction to remove air voids and achieve desired density and smoothness. Any painted trail markings will be reapplied by the contractor. A final inspection will be conducted and the trail will be reopened to the public.
