JLL invites your firm to submit a Proposal to provide Construction Management services for the above-referenced project. The intent of this RFP is to find a successful Proponent capable of providing the Work described immediately below. The Hangar Flight Museum (THFM), western Canada's premier destination to explore, engage, and experience the transformational power of flight, is embarking on a transformational expansion project that will secure its position as a world-class aviation museum and cultural institution. This project represents a unique opportunity to create an innovative museum facility that will inspire current and future generations through the compelling stories of aviation history and its impact on Canada's development. As THFM's Representative Project Manager, JLL is pleased to present this opportunity for Construction Management services for a complex museum and cultural facility construction project. This sophisticated project centers on replacing the existing tent hangar with a permanent, two-level structure designed to meet modern museum standards while accommodating THFM's growing collection of historically significant aircraft and artifacts. The construction scope encompasses the development of a new building sized to maximize the existing site utilization, featuring museum-quality display spaces with appropriate environmental controls, restoration workshops, collection storage areas meeting archival standards, educational facilities including classrooms and multi-purpose spaces, and administrative offices for staff and volunteers. The facility will accommodate critical artifacts including Calgary's de Havilland Mosquito currently under restoration in Nanton, AB, and a CF-100 Canuck aircraft under restoration in Wetaskiwin, AB. Major construction components include complete architectural design and construction of a new two-level museum building, sophisticated HVAC systems providing precise environmental control for artifact preservation, specialized lighting systems appropriate for museum display and conservation requirements, comprehensive fire suppression and life safety systems meeting cultural facility standards, structural systems capable of supporting large aircraft displays and visitor loads, building envelope systems providing year-round climate protection, and extensive site improvements including parking, landscaping, and visitor circulation. The total budgeted construction value of the New Facility Expansion Project (NFEP) is estimated at $45,000,000 and is anticipated to be open to the public in 2032. THFM seeks a Construction Management partner who can deliver a world-class museum facility that supports the organization's mission and strategic objectives while maintaining the highest standards of safety, quality, and efficiency throughout the construction process. The successful Proponent must demonstrate exceptional technical excellence and cultural facility expertise through proven experience in complex museum, cultural, or institutional facility construction, with specialized capabilities in managing projects requiring precise environmental controls, artifact protection during construction, and coordination with museum operations and stakeholders. During the critical pre-construction phase, THFM expects the Construction Manager to provide comprehensive pre-construction services that will be engaged prior to the completion of schematic design, which must be delivered by December 31, 2026. The successful Proponent must demonstrate expertise in early-stage project development through collaborative design review and value engineering initiatives that optimize both cost and constructability while maintaining THFM's mission-critical requirements for artifact protection, visitor experience, and operational efficiency. Key pre-construction objectives include providing accurate and progressive cost modeling throughout the design development process, conducting thorough constructability reviews to identify potential challenges specific to museum facility construction, developing comprehensive project schedules that account for the complex phasing potentially required between design stages, and leading market analysis and subcontractor engagement strategies to ensure competitive pricing and qualified trade participation. The construction phase will demand exceptional project leadership and technical coordination as the Construction Manager transitions from advisor to field execution leader. The successful Proponent will be responsible for managing all construction activities, coordinating multiple trades and specialty contractors, maintaining rigorous quality control protocols specific to museum construction standards, implementing comprehensive safety programs, and ensuring protection of both the new work and existing museum operations. Critical construction phase responsibilities include executing the work in accordance with approved design documents and specifications, managing the construction schedule to meet the 2032 opening date, controlling costs within the approved construction budget, coordinating with the operating museum to minimize disruption to ongoing programs and visitor experiences, implementing specialized procedures for artifact protection and environmental control during construction, managing all trade contractors and ensuring compliance with project standards, conducting regular quality inspections and testing protocols, maintaining comprehensive project documentation and reporting systems, coordinating building commissioning activities to ensure all systems perform as designed, and managing project closeout including substantial performance certification, deficiency correction, warranty documentation, and as-built record preparation. This RFP outlines the full scope of Construction Management services required, the qualification criteria for proposing firms, the evaluation process, and the terms and conditions that will govern the selection and contracting process.
