Construction management at risk preconstruction services for the Advanced Water Purification Pilot Project. Deadline to Submit Questions 08/14/2026 (1:00 p.m. CT) The project concept includes an advanced water purification facility (AWPF) that will treat wastewater effluent to standards acceptable for producing drinking water, and a reservoir that will receive and blend the advanced purified water (APW) with surface water from the Duck River, the City's current raw water source for the WTP. The blended water from the reservoir will serve as the raw water source for the WTP. The reservoir will serve these purposes: water harvesting during dry weather periods, raw water supply to the WTP, and offer an avenue for recreational activities. While the reservoir sizing and control are not covered in this project, it is mentioned in this BODR to provide context for the pilot's operational goals. The wastewater treatment plant (WWTP) and WTP both provide treatment that is important to the overall success of the future potable reuse project. Future changes at either facility should be considered within the scenarios tested within the pilot demonstration facility. For example, based on an evaluation of background water quality impairments in the Duck River, the City could, in the future, decide to shift some of the advanced treatment burden downstream of the reservoir by adding additional purification steps at the WTP (such as the ultrafiltration [UF] and/or granular activated carbon [GAC] processes discussed below). This pilot will still provide important water quality, treatability, and regulatory data to support such a scenario by providing water quality outcomes at various stages of advanced treatment (by using bypass piping and adjusting the sampling protocols to assess multiple treatment "endpoints" for the future full-scale AWPF). Any testing necessary for related upgrades at the WTP is outside the scope of this BODR and may be considered in a future project. For the purposes of taste testing, the pilot facility must also have the capacity to produce water that meets finished drinking water standards, which requires purification beyond what would be required by a future full-scale AWPF. As such, the Pilot will include treatment to provide an APW that meets drinking water standards.
