Site work and environmental remediation for a development in East Palestine, Ohio. Completed plans call for environmental remediation for a development; and for site work for a development.
Mine reclamation project involving earthwork, excavation, backfilling of highwalls, elimination of hazardous water bodies, installation of sediment controls and drainage structures, and site revegetation. The project site consists of approximately 825 linear feet of dangerous highwalls, one associated hazardous water body, and steep spoil piles. The dangerous highwall has an average height of approximately 28 feet above the surface of the impoundments, and a maximum height of approximately 30 feet. The impoundment has an insignificant discharge structure and steep side slopes. The trails are above the highwalls, and throughout the project area, is a sign of visitation. There are several residences found within 500 feet of the mining features . The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwall, and the associated impoundment, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and an engineered basin discharge structure. The construction sequence for the Waterford Road Highwall Reclamation Project begins with surveying the work limits and establishing control points, followed by maintaining traffic and mobilizing to the site. The contractor will then build the construction entrance and staging area, clear and grub the project area, and install sediment controls as early as possible. Dewatering of the impoundment will occur as needed. Work will continue with installation of the 12-inch outlet pipe and modified ODOT 2-2B catch basin riser, along with temporary sediment controls at the riser, before constructing the sediment basin and building rock check dams and the splash pad at the outlet. Earthwork operations will include backfilling the highwall and grading spoil materials, after which temporary seeding will be applied per the SWPPP. Additional sediment basin features, diversions, and check dams will be constructed , and remaining sediment controls will be installed. Debris and tires will be removed, and an as-built survey of the detention basin will be completed. Final stabilization activities include applying lime to disturbed areas and revegetating grass and reforestation areas. During the maintenance period, the contractor will plant tree and shrub seedlings during the specified window, remove and dispose of temporary sediment controls and accumulated sediment, and reclaim the sediment basin. The outlet pipe, plunge pool , diversions, silt fence, filter socks, check dams, and accumulated sediment will all be removed and properly disposed of. Disturbed areas will be limed and revegetated , aggregate surfaces to remain will be topped, and a boundary survey of designated parcels will be completed. Provide all labor, materials, and equipment necessary to perform the work shown on the Contract Drawings and conforming to these specifications. Ensure site safety for both the work crew and the public. Major work items include: -23456 1 . 2. Survey work limits and set control points Maintain traffic 3. Mobilize 4. Construct an access road The Waterford Road Highwall Reclamation Project is on a pre-law coal mine site. The project site is in the southeastern part of Columbiana County, in Unity Township. The mandatory pre-bid meeting will be at the site. The project site is along the north side of Waterford Road between State Route 165 and State Route 14. At the roundabout, take the second exit onto South Ave. 7. In 700 feet, turn left onto Woodworth Rd. 8. In 6.9 miles, turn right onto Waterford Rd. 9. In 700 feet, the landowners' drive is on the right. From East Liverpool and South: 1. Take OH- 11 N toward Youngstown. 2. Take exit ramp right onto OH-344. 3. In 0.3 mile, turn right onto OH-344. 4. In 1.8 miles at the roundabout, take the second exit onto E Park Ave. 5. In 1.2 miles, turn right onto OH-14. 6. In 5.4 miles, turn left onto Waterford Rd. 7. In 0.6 miles, the landowners' drive is on the left. From Pittsburgh, PA, and East: 1. Take I -376 W toward Ohio. 2. Take exit 31 onto PA-51. 3. In 0.3 miles, turn left onto PA-51. 4. In 13 miles, turn right onto OH-165. 5. In 1.0 mile, turn left onto Waterford Rd. 6. In 700 feet, the landowners' drive is on the right. D. From Akron and West: 1. Take I-76 E toward Youngstown. 2. At the 1-76 / 1-80 interchange, take the exit to I-76 E. 3. In 15 miles, take exit 232 onto OH-7. 4. In 0.7 mile, continue onto Market St. 5. In 1.3 miles, turn left onto E South Range Rd. 6. In 1.2 miles, turn right onto Woodworth Rd. 7. In 5.9 miles, turn right onto Waterford Rd. 8. In 700 feet, the landowners' drive is on the right. If a question arises as to the intent of the Contract Documents, the scope of the work to be performed , the labor or materials to be supplied, or the Contractor believes the work about to be performed will exceed the Contract cost, such questions must, prior to the work being performed, be referred to the Division Project Representative for a formal determination. All such referrals must be made in writing prior to the work being performed. Any work performed prior to such referral to the Division Project Representative and receipt of written instructions from the Contractor shall be considered to have been performed within the scope of the Contract and performed at no cost to the Division
