Scope Greenville Water is seeking Statements of Qualifications from qualified design-Build teams for the Hillandale Pump statin Replacement Project. The project willbe delivered using a Progressive Design-Build approach and includes the replacement of the exisiting Hillandale Booster Pump Station, associated yard piping, elctrical and controls improvement site improvements, and related infrastructure necessary to suport the Paris Mountain service area. The selected Design-Build will work collaboratively with Greenville Water during Phase 1 to advance the design, evaluate risks, develop pricing and establish a Guaranteed Maximum Price. Upon successful completion of Phase 1 and acceptance of the GMP, the project may proceed into Phase 2 final design and construction. Pre-Bid Meeting 08/11/2026 at 10:30 AM ET 1. Phase 1 Services are anticipated to include, but are not limited to, preconstruction services, design development, site investigations, verification of existing conditions, coordination with Owner staff, permitting support, constructability reviews, value analysis, cost estimating, schedule development, risk identification, risk allocation, and development of a Guaranteed Maximum Price. 2. Phase 2 Services are anticipated to include, but are not limited to, final design , material and equipment procurement, construction, system integration, startup, commissioning, decommissioning of the existing pump station following successful startup and acceptance of the new facility, closeout, and transition to Owner operations after execution of the GMP amendment or other applicable contract authorization. The anticipated Scope of Work includes, but is not limited to, the following: 1. Planning, design, and construction of a new replacement treated water pump station that maintains the existing firm capacity, currently estimated at approximately 500 gpm, and satisfies the hydraulic performance requirements established by the Owner. 2. Civil, structural, mechanical , electrical, instrumentation, controls, and site improvements required for a complete and operational facility. 3. Evaluation and verification of existing conditions, including review of as-built information, field verification of piping and system geometry, and coordination with Owner operations staff. 4. Site investigations, survey, geotechnical services, utility coordination, and related field investigations required by the Design-Build team to develop the GMP and construct the project. 5. Development of design criteria and a Basis of Design that demonstrates how the proposed facility maintains existing capacity, hydraulic performance, and operational functionality. 6. Permitting and regulatory coordination with applicable federal, state, and local agencies. 7. Development of construction sequencing, temporary operations, bypass, tie-in, shutdown, startup, and transition plans required to maintain continuous service. 8. Open-book cost estimating, cost model development, schedule development, constructability review, value analysis, and GMP development during Phase 1 Services. 9. Procurement, installation, and integration of pumps, valves, piping, electrical systems, controls, instrumentation, and related systems. 10. Coordination with the Owner's engineering, operations and maintenance staff during design development, equipment selection, shutdown planning, startup, commissioning, and transition to operations. 11. Testing, startup, commissioning, performance verification, training, closeout documentation, record drawings, warranties, and final acceptance support. 12. Decommissioning of the existing pump station after successful startup, commissioning, acceptance, and transition to the new facility, including removal of existing process equipment, salvage, protection of existing facilities, and restoration activities. The existing pump station building and generator building are currently anticipated to remain in place unless otherwise directed by the Owner. During Phase 1 Services, the DesignBuilder shall evaluate innovative approaches for the disposition of the existing pump station building and generator building, including retention, modification, repurposing, partial removal, or complete demolition, for review and direction by the Owner.
