The West Campus Recreation Project - Phase 1 (https://www.leduc.ca/community/parks recreation/westcampus) will be the City of Leduc's second major indoor recreation facility and will be located within the West Creek Estates (formally Crystal Creek) development area on the west side of the city. The build out of this recreation facility is expected to be constructed in multiple phases, with conceptual planning for the full layout, advancing development and construction of Phase 1 only at this time. The City has secured land in this area to support long term recreation growth and to serve both established neighbourhoods and new residential development in west Leduc. The facility will act as a central feature within the broader West Campus recreation area and will expand access to community recreation services across Leduc. Its location provides a strategic balance to the amenities offered at the existing Leduc Recreation Centre (LRC). The West Creek Estates area is also adjacent to the new high school (Ohpaho Secondary School), planned residential growth, and major transportation corridors, which together create strong connections and convenient access for residents, user groups, and visitors. The City is undertaking several supporting initiatives to prepare the site for development. A separate site servicing design project will be completed by the City in 2026. This work will establish water, sanitary, storm, power, telecom, and roadway servicing to the land parcel. Construction of these services is planned for 2027 from a separate budget. The IPD Team will be required to coordinate closely with the City's servicing project management team and consulting firm to confirm building servicing requirements, utility entry points, grading connections, and site circulation tie ins. Functional programming work has recently concluded, prioritizing indoor amenities for each Phase of development. On May 4, 2026, Council moved that the West Campus project be planned as a two phased development with a Field House and Twin Arenas as the top two priorities to guide Phase 1 planning with an Aquatic Centre and Gymnasium indicated for Phase 2. Supplemental amenities are to be added to Phase 1 as budget and program adjacencies accommodate; prioritization is ranked as follows: 1. Climbing Gym 2. Multi-Use Program Spaces 3. Track 4. Spray Park 5. Skateboard Park 6. Fitness Centre The City intends to employ an Integrated Project Delivery (IPD) model of procurement and project delivery for this project due to the collaborative nature of the contract methodology and integration of target value delivery to maximize value within a public funding model. Council has not approved the full project budget for Phase 1 at this time, but it is anticipated that the project budget will be approximately $90M for design, contract administration, QA, and all contingencies. Through Validation, the IPD Team will prepare multiple concept options for Phase 1, complete with budgets for Council consideration. All FF&E including any furnishings and equipment for the operation of the building will be procured separately. The purpose of this Request for Proposals is to select a qualified General Contractor, with experience in delivery of IPD projects for this project.
