Red River County is soliciting bids for the demolition and complete reconstruction of two (2) single-family residential units located in Red River County. This project is funded through the Texas Department of Housing and Community Affairs (TDHCA) HOME HRA Program and is being administered by GrantWorks, Inc. on behalf of Red River County. Project Locations # 1 : 113 Booth Street, Annona, TX 75550 #2: 1586 FM 412, Clarksville, TX 75426 * Refer to the attached property surveys for site-specific information. The properties are not subject to noise or floodplain requirements. The work shall include, but not be limited to, the following: 1. Demolition of the existing structure shall be bid as an Additive Alternate. Bidders are responsible for reviewing the property and including demolition of any sheds, accessory structures, or other improvements requiring removal. 2. Provide all labor, materials, equipment, permits, and incidentals necessary to complete the Work. The Contractor shall be responsible for obtaining all required permits. Any customary permit fees charged by the Administrator or permitting authority shall be waived when required by TDHCA requirements. 3. Provide appropriate containers for construction debris, regularly remove debris from the project site, and maintain the site in a clean, orderly, and safe condition throughout the duration of the work. 4. Provide on-site supervision throughout construction and identify the project superintendent, including contact information, prior to contract award. Failure to provide this information may result in the bid being deemed non-responsive. 5. Provide complete turnkey pricing for construction of the residence in accordance with the GrantWorks 1104 (Ranch) house plan, which shall serve as the primary floor plan. The GrantWorks 1156 (Cottage) house plan shall be used only when the lot width, as shown on the survey, cannot accommodate the Ranch plan. Construction shall comply with all requirements of this bid package. Any deviation from the approved plans or specifications requires prior written approval from the Administrator or the Administrator's authorized representative. Unauthorized changes may require correction at the Contractor's expense. 6. Provide for the temporary transfer of electrical service, including installation of a temporary service pole, if required, and reconnection to the permanent electrical service upon completion of construction. All associated costs shall be included in the Base Bid. 7. Remove and/or relocate existing gas lines, if required, to facilitate construction of the residence. All associated costs shall be included in the Base Bid. 8. Perform all necessary site preparation, including grading and drainage, before, during, and after construction to ensure positive drainage away from the residence and compliance with the plans and applicable codes. 9. Construct the residence on a slab foundation in accordance with the referenced plans and specifications . For properties located within a designated floodplain, the Contractor shall coordinate and pay for all required elevation surveys. A licensed surveyor shall establish the required foundation benchmark prior to construction and provide the required foundation elevation certification following the foundation pour. 10. Pre-treat the building pad area for termite control using Bayer Premise or an approved equivalent in accordance with the manufacturer's recommendations and applicable code requirements. 11. Remove and replace any fencing, gates, or other site improvements necessary to provide access to the construction site. All disturbed improvements shall be restored to their original condition or better Replace all water and sewer service lines from the utility meter or service tap to the residence, as required. The water heater, cook stove, and central heating/cooling system shall be electric unless otherwise approved in writing or requested in writing by the homeowner at or before the preconstruction conference. Gas or propane service shall be provided only when approved in writing. 13. Provide samples, product information, and other applicable documentation for materials requiring Owner selection and approval at the preconstruction meeting. Final selections shall be documented in writing on the Construction Activities Record and signed by the homeowner. 14. Furnish and install a complete central heating and air conditioning system with a minimum capacity of two (2) tons. The system shall meet or exceed the minimum efficiency requirements of the applicable edition of the International Energy Conservation Code (IECC) and all applicable federal, state, and local code requirements.
