Work of this Contract comprises of the following: Conduct earthworks including topsoil stripping, site grading and compaction to establish finished grades for all functional areas as shown on the drawings. All earthworks shall be carried out in conformance with the geotechnical recommendations. The site has been cleared and grubbed under a previous contract. Clearing and grubbing does not form part of the Work of this Contract. Excavate, haul, place and compact clay fill from the on-site borrow area, and strip, haul and stockpile topsoil and unsuitable material at the locations shown on the drawings. Construct the elevated platform and ramp as shown on the drawings. The retaining structure is a mechanically stabilized earth (MSE) wall using precast concrete lock-block facing units with geogrid reinforcement, and includes: Uniaxial geogrid placed at each course interface, and reinforced granular fill placed and compacted in accordance with the drawings and Section 31 05 16 Aggregate Materials. A compacted clay ramp core beyond the reinforced zone, placed using material from the on-site borrow area. A clean drain-rock chimney drain and a perforated base drain discharging to a positive daylight outlet through the wall face. Galvanized steel fall-protection railing and precast concrete curb stops at the platform. Ramp geometry shall accommodate four 40-cubic-yard roll-off bins and a vehicle travel lane. Bin stop and clearance dimensions shall be verified against the Owner's existing roll-off truck dimensions prior to construction. Construct the concrete slabs-on-grade for the roll-off bins. Supply, deliver, place, and tie in the household hazardous waste (HHW) drop-off unit, in accordance with Section 00 74 00 Special Provisions. Design, purchase and delivery of the HHW drop-off unit are covered by a cash allowance under Section 01 21 00 Allowances. All other costs, including Contractor coordination, expediting, off-loading, placement, installation and tie-in, shall be included in the stipulated Bid Price. Provide electrical service, explosion-proof lighting and ventilation connections to the HHW drop-off unit as shown on the drawings. Construct precast concrete lock-block bunkers for segregated material storage, including tires, scrap metal and appliances, as shown on the drawings. Supply, deliver, and place precast concrete Jersey barriers at the locations shown on the drawings. Install perimeter chain-link fencing, 2.4 m in height with three strands of barbed wire, and a lockable double swing access gate as shown on the drawings. Locks shall be keyed to the Owner's standard. Construct the gravel surfaced areas including the access road approach, vehicle circulation area, ramp apron, general site pad and the compacted areas for scrap metal and derelict vehicles as shown on the drawings. All granular surfaces shall be compacted to the density specified by the geotechnical engineer. Supply, deliver, place, level and tie in the attendant's building on the prepared granular pad, in accordance with Section 00 74 00 Special Provisions. Design, purchase and delivery of the attendant's building are covered by a cash allowance under Section 01 21 00 Allowances. All other costs, including Contractor coordination, expediting, off-loading, placement, levelling, installation and tie-in, shall be included in the stipulated Bid Price. The building is a factory-built unit on a steel skid placed directly on the granular pad. A cast-in-place foundation does not form part of the Work. Connect the building to the electrical service, the potable water cistern and the sewage holding tank, including insulated and heat-traced service piping. Supply and install the buried precast concrete potable water cistern and the buried precast concrete sewage holding tank, including excavation, mud slab, anti-flotation provisions, insulated access lids and risers, screened vents, pump-out connection, water supply pump, high-level alarm, and insulated and heat-traced service piping to the attendant's building. Install the electrical service connection from the ATCO Electric distribution line, including transformer, metering, service entrance, underground distribution wiring, and the pole-mounted LED luminaires as shown on the drawings. All electrical work shall be coordinated with and approved by ATCO Electric prior to construction. Install electrical connections to the HHW drop-off unit, including ventilation and lighting circuits, as shown on the drawings. Install electrical connections and heat trace circuits serving the attendant's building, the potable water cistern and the sewage holding tank. Install site drainage features including swales, ditches, the perforated storm drain and its outlet through the wall face, and erosion and sediment control measures as shown on the drawings. Supply, deliver and install site signage, including an entry sign and waste stream signage at each material storage area, in accordance with Section 00 74 00 Special Provisions. Design, purchase and delivery of the site signage are covered by a cash allowance under Section 01 21 00 Allowances. All other costs, including Contractor coordination, posts, footings, hardware and installation, shall be included in the stipulated Bid Price. Restore all disturbed areas, including topsoil placement and finish grading.
