Renovation of a fire / police facility in Wailuku, Hawaii. Completed plans call for the renovation of a fire / police facility.
Exterior Repainting - Wailuku Station Any questions pertaining to the process , or help in submitting a bid, can be directed to Jared Masuda at ( 808 ) 463-3816 . The Wailuku Police Station is an occupied, twenty-four (24) hour public safety facility. Exterior substrates include previously coated concrete and masonry walls and columns, previously coated exterior insulation and finish system (EIFS) wall assemblies, exposed PVC conduit, and previously coated wood exterior screen frames. The existing coating exhibits chalking, mildew, soiling, and localized cracking, sealant failure, stucco delamination, and corrosion of embedded metal accessories. All exterior surfaces of the facility, except those specifically excluded in writing by the County, shall be prepared, repaired, and recoated. It is the intent of this specification that all exterior surfaces be finished for a thoroughly complete job, whether or not each item is specifically listed herein. Quantities, surface areas, and existing conditions shall be verified by the bidder during the site walk-through. Exterior exterior Surface surfaces Preparation scheduled and to receive Cleaning coating shall purcombe pressure cleaned at a minimum of two thousand (2,000) psi using a twenty-five (25) degree tip to remove all loose and scaling paint, chalk, mildew, dirt, grease, surface salts, and any other foreign material detrimental to the adhesion of the new finish. Remaining loose and scaling paint shall be removed by pressure washing or other suitable power tool cleaning, and hard glossy surfaces shall be scuff sanded to ensure proper adhesion. Mildew shall be removed using a dilute sodium hypochlorite solution followed by a thorough rinse with clean water. Grease shall be removed using a commercial degreasing detergent applied per the manufacturer's label directions and thoroughly rinsed with clean water. Chlorides, sulfates, and surface-reacted salts shall be removed from exposed ferrous and non-ferrous metals using a soluble salt remover applied in accordance with the manufacturer's technical data. Surfaces shall be firm, clean , and dry before any material is applied, and masonry moisture content shall be less than fifteen percent (15%). Painting shall be deferred after rain or washing until the surface is dry. Should any surface be found unsuitable to produce a proper coating or sealant finish, the Contractor shall notify the County in writing and no material shall be applied until the unsuitable condition has been made satisfactory. All exterior surfaces not designated to receive coating, including windows, glazing, hardware, light fixtures, walkways, driveways, and paved areas, shall be kept free of coating material , residue, and overspray. Substrate Repair, Patching, Caulking and Sealant Replacement All construction joints and expansion joints, including joints of windows to stucco, stucco-to-stucco changes in direction, metal-to-stucco joints, wall-to-floor joints, and control joints, shall be carefully inspected for sealant deterioration, loss of adhesion, cracking, or loss of properties. Failed sealant shall be cut out with a caulk cutter, taking care not to damage the substrate, and the joint brushed clean of all residuals prior to re-sealing . A closed-cell , non-gassing backer rod or bond breaker tape shall be installed where the void exceeds one-quarter inch (1/4") in width or where otherwise necessary to prevent three (3) sided adhesion. Installation of new sealant over existing sealant is strictly forbidden. Replacement sealant shall be a one-component, low-modulus, non -sag , fastcuring hybrid urethane or an approved equal high-performance elastomeric sealant meeting or exceeding ASTM C-920, Type S, Grade NS, Class 50, Use NT, A, M , O, and shall be installed in accordance with the manufacturer's technical data, Sealant, Waterproofing and Restoration Institute (SWRI) recommendations, and ASTM C 1521. Sealant joints shall maintain the proper width-to-depth ratio, a minimum width of one-half inch (1/2"), a minimum of onequarter inch (1/4") of intimate contact with the prepared substrate, and a depth not exceeding one-half inch (1/2"). ALL URETHANE SEALANT SHALL CURE A MINIMUM OF TWENTY-FOUR (24) HOURS BEFORE BEING COATED WITH ANY OTHER PRODUCT Hairline and shrinkage cracks one-eighth inch (1/8") and smaller shall be bridged with an elastomeric brush-grade masonry patching compound applied generously over the center of the crack and feathered a minimum of two inches (2") to each side. Cracks from one-eighth inch (1/8") to one-quarter inch (1/4") shall be cleaned of all loose material , filled flush with an elastomeric knife-grade masonry patching compound, and then bridged as described above. Cracks from one-quarter inch (1/4") to one inch (1 ") shall have all loose material and any existing failed sealant or patching product removed, shall be cut clean with a power tool , and shall be clean and dry. Remaining chalk or dust shall be sealed with a masonry surface conditioner. The crack shall be fitted with closedcell, non-gassing backer rod or bond breaker tape to control depth and prevent three (3) sided adhesion, and filled with the specified sealant to just below the plane of the adjacent surface. Sealant shall not be smeared or feathered over the crack. After the sealant has fully cured , the area shall be patched and bridged as described above. All masonry cracks shall be sounded to determine bond to the substrate. Where a hollow sound or disbonding is present, all failed, loose, and delaminated stucco shall be completely removed , the area cleaned and prepared with an appropriate stucco bonding agent or by other mechanical means, and new stucco applied in accordance with the manufacturer's recommendations to match the adjacent areas in texture and uniformity. Where rust is present beneath stucco or at corner beads, the stucco shall be removed to the metal surface and the metal cleaned of rust scale and treated with a rust inhibitor per label directions, or the rusted corner bead shall be replaced with new PVC corner bead. The area shall then be restored as described above. New stucco shall cure a minimum of seven (7) days and shall be primed with a concrete and masonry primer rated for application over substrates with a pH of thirteen (13) or below. Exterior Coating System Application All coating and sealant materials used on this project shall be thease.comproducts of a single manufacturer, shall be delivered to the job in original sealed and labeled containers, and shall be applied at package consistency in strict conformance with this specification and the manufacturer's label directions and product data sheets. Only the manufacturer's own thinners or reducers may be used, and only in the amounts prescribed . Any proposed change to the specified generic product types, preparation, or coating system shall be submitted for the prior written approval of the County and the coating manufacture Bidders shall be licensed in accordance with Chapter 444 , HRS , relating to the licensing of contractors . Bidders shall hold a current State of Hawai'i C - 33 Painting and Decorating Contractor license, or such other license classification as authorizes the full scope of work described herein . The Contractor and his Subcontractor ( s ) , if any shall comply with all applicable revisions of the prevailing wage rate schedule as required under Chapter 104 , H.R.S. No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, or a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form , and amount required by Section 103D- 323 of the Hawaii Revised Statutes . The proposal guaranty shall be equal to at least five percent ( 5 % ) of the total amount of the bid submitted . Contractors are hereby notified of the applicability of Section 11-205.5, HRS , which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by the legislative body. The County of Maui , in accordance with the provisions of Title VI of the Civil Rights Act of 1964 ( 78 Stat . 252 ) and the Regulations of the U.S. Department of Transportation (Title 49 , Code of Federal Regulations Part 21 ) issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, religion, sex , national origin, age, or disability. The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 , as amended shall be complied with on this project.
